How to Issue a Landlord NOC for Tenant Fit-Out Works in a Dubai Unit
Issue a signed Dubai landlord fit-out NOC that names the works and reinstatement, hand it over before building management applies, and file it with the tenancy.

Key takeaways
A landlord fit-out NOC is one signed no-objection page for a named tenant and Dubai unit that describes the approved works and whether they reverse at exit. Refuse in writing, approve with conditions, or approve as asked — then hand the page over before building management applies. File a copy with the tenancy papers. This private page is not an authority permit and does not make the works buildable.
When a Dubai tenant asks for fit-out or alteration works, decide in writing: refuse, approve with conditions, or approve as requested. If you approve, issue one landlord no-objection certificate (NOC) that names the tenant and unit, lists the approved works, and states reinstatement or leave-as-approved — signed and dated before building management applies. A chat “ok” or a blank “no objection” line is not that page. Keep a copy with the tenancy papers.
That private landlord NOC is not an authority permit and does not mean the works are compliant or buildable. Building management often asks for an owner NOC as an early upload; your job is the scoped page they can use, with reinstatement on the same sheet.

Decide the fit-out request before building management applies
The request lands as a renovation ask: partitions, a kitchen refresh, MEP, wet areas, or coring. You have three answers — refuse in writing, approve with conditions, or approve as asked. None of those answers is a chat “ok.” Building management or an authority pack will ask for a landlord or building-owner NOC that names the unit and the works. Without a signed page, you have no consent file to reopen at exit.
Dubai tenancy law already frames permission. Under Law No. 26 of 2007, Article 19 bars changes, restoration, or maintenance without landlord permission and the required licences. Article 18 requires the landlord to provide the approvals competent entities need for decoration or other works that require them, where the works do not affect the structure and the tenant has the requesting documents. Arabic prevails. Building packs still need one scoped, signed landlord page.
Reinstatement belongs on that same page. Article 21 expects return in the condition received, ordinary wear aside. Article 25 includes changes that endanger safety so restoration is impossible. Guides such as Everlook’s rental renovation note make the same point: approved works may still need to come out at exit unless you confirm in writing that an upgrade stays.
You are not obliged to approve every renovation. Refusal or conditions in writing are valid answers. What fails is silence, a blank “no objection” line with no works listed, or a back-dated letter after drills have already started.
Three papers — landlord NOC, building clearance, authority permits
Keep the three layers apart before you draft. The landlord fit-out NOC is your private no-objection for a named tenant and unit. Building-management clearance is often a second form in a managed tower. Authority fit-out or modification permits are a third path. Your page often sits early as an upload; it does not replace the other two or make the works technically approved.
On the Dubai Development Authority Fit-Out Permit page, the contractor’s pack lists a NOC from the building owner, Ejari (Dubai tenancy registration), contractor appointment by the tenant, authority NOCs, and drawings. Owner consent sits early; the portal path stays on the authority’s live page. V Square’s landlord NOC guide puts the same boundary in plain words: a landlord NOC is a private document, not a technical or government permit.
Landlord fit-out NOC
- Signed landlord no-objection naming tenant, unit, approved works, and reinstatement or leave-as-approved
- Often the early upload building management or an authority pack asks for
- Not a technical approval that the works are compliant or buildable
- Not a substitute for building-management clearance or for authority permits
Building-management / FM clearance
- Tower or community form for contractor access, hours, or site rules in a managed building
- May sit beside the landlord page when both are required
- Does not replace the landlord’s written consent for the unit
- Not the same job as a move-out or inbound logistics permit at the gate
Authority fit-out / modification permits
- Separate licences from competent entities where required — DM, DDA, Civil Defence, DEWA, or others as applicable
- Often need the landlord or building-owner NOC as one upload in the pack
- Not issued by signing the landlord page alone
- Confirm the live service page for the relevant authority
Issue the landlord page in this order
Once the three layers are clear, run one issue sequence: confirm the request, gather scope, decide, draft, sign and hand over, then file and stop. StatGlobal’s landlord guide flags the usual failures: works before NOC, drawings that do not match what was built, and reinstatement left undocumented at the start.
Landlord fit-out NOC from request to file
Confirm this is the fit-out file
Check that the tenant is asking for fit-out or alteration works inside the unit — not sublet consent, not a one-off visit, not a general rewrite of lease extras, and not a building move-out or inbound logistics permit. Wrong paper, stop and use the matching file instead.
Ask for a short written scope
Request a plain list: rooms, partitions, MEP, wet areas, coring if any, proposed dates, and the contractor name if this building requires it. A marked plan helps when asked. You need enough detail to name the works on the NOC.
Decide: approve, conditions, or refuse
Answer in writing: approve as requested, approve with conditions this building actually requires, or refuse. Article 19 is permission plus licences — not a right to renovate. If you refuse, say so on a dated page and keep it with the tenancy papers. Confirm any building review fee or deposit with the building manager in writing; do not invent a tariff.
Draft the landlord NOC with named scope and reinstatement
On one page name the landlord or authorised signatory, the tenant, the building and unit, and the tenancy or Ejari reference where you use one. Describe the approved works in plain items reviewers can match to drawings. Add conditions only as this building requires. On the same page state reinstatement to pre-works condition at lease end or earlier exit, or that named approved works may remain. Do: list named scope items plus reinstatement or leave-as-approved. Don't: issue a generic “no objection to fit-out works” line with no works listed — those letters get bounced.
Sign, date, and hand over before management applies
Sign and date the page; add a stamp only if that is how you issue letters. Give the tenant or building management the copy they need before they apply or mobilise. A chat “ok” is not the handover. Separate authority or community approvals may still apply after this page is in their hands.
File with the tenancy papers and stop
Keep the signed NOC and any attached scope note with the tenancy papers — beside the lease and Ejari copy. IziRento can store that PDF; it does not issue NOCs, review drawings, or submit to authorities. When the file holds this page, stop.
This folder is the landlord fit-out NOC only — not sublet consent, not a general addendum, not an advance access notice, and not a building move-out permit. Do not invent private NOC fees or deposit bands as law. Authority permits remain a separate path and often need this page as an upload. IziRento stores a copy; it does not issue NOCs or submit packs.
Stop when the signed NOC sits with the tenancy papers
You are done when this tenancy’s file holds a signed, dated landlord fit-out NOC that names the tenant and unit, describes the approved works, and states reinstatement or leave-as-approved — handed over before building management applied, with a copy beside the tenancy papers. This page is not an authority permit and does not make the works compliant. IziRento can store the signed NOC beside the tenancy; it does not issue NOCs or submit to authorities.
If the next ask is permission to sublet, open the written sublet consent file. If someone needs a visit arranged in writing, use the advance property access notice. Gate logistics for movers sit on the building move-out permit checklist — a different NOC job.
FAQ
Does building-management clearance replace the landlord page?
No. In a managed tower the building manager or facilities form often sits beside landlord consent. It does not replace the landlord’s written no-objection for the unit. Keep the landlord page with named scope and reinstatement; treat the building form as a separate clearance when required.
What if the tenant starts works without written consent?
Works without landlord permission conflict with Article 19. Building stoppage and exit disputes are common practice outcomes — do not invent fine amounts. Document what you know. Do not back-date a blank NOC after works have already started.
Does this page cover authority permits?
No. Dubai Municipality, Dubai Development Authority, Civil Defence, DEWA, and other competent entities are separate paths where they apply. Owner or landlord NOC is often one upload in those packs — the DDA Fit-Out Permit list includes a NOC from the building owner — but signing your page does not issue those permits.
