Security at a Dubai tower or villa gate wants the building move-out permit, and sometimes a letter from the landlord. A final-bill photo from DEWA, Dubai's electricity and water utility, does not book the service lift. Three papers share the word NOC

A landlord no-objection is the owner's sign-off, and only when this form asks for it. The community move-out permit, sometimes called a moving NOC, is what security reads at the lift or the gate. Owners-association management, the master developer's community team, or the building office issues it for a booked slot.

The third paper is a sale clearance. eNOC, Dubai Land Department's electronic no-objection certificate, covers ready property billed through Mollak, the service-charge billing system. The owner applies in Dubai REST and selects the buyer type. The department's eNOC note, listed 26 April 2021, says processing takes 3 to 5 working days and that the certificate does not replace a developer NOC.

On Nakheel's contact FAQ, the resale NOC is a separate line: AED 500 plus VAT, emailed, valid 30 days, often ready in 2 to 3 working days. Those figures are the sale. The move-out permit on the same page has no fee.

Clause 6 of the unified tenancy contract tells the tenant to follow property-management rules for the premises and common areas. Clause 11 ties the contract to Law No. 26 of 2007 as amended. Neither clause names a moving permit.

Landlord no-objection

No citywide fee or lead time

No single fee or deadline applies across Dubai. Nakheel's FAQ lists its own move-out permit at no fee. Bayut's two business days are a Dubai Properties recommendation. Blog timings for Emaar are not the live form. Copy the fee, the hours, and any damage-deposit line from this building's live form.

Take the checklist from the office that issues it

Before the truck is booked, ask community management, the owners-association manager, or the building office who issues the permit, and write that name in the tenancy file. Nakheel residents apply in the My Nakheel app or Nakheel Online Services. The path on Nakheel's FAQ is General Services, then Security Services, then Move-in/Move-out Permits. Nakheel recommends 3 to 4 working days before the move-out date, and says approval typically takes 1 to 2 days. Follow-up is 800-NAKHEEL (Security) or [email protected]. Move-out hours on that page are Monday to Saturday, 9am to 5pm, and Sunday, 10am to 1pm.

Dubai Properties uses RealConnect, its resident portal. Bayut's guide, updated 11 December 2024, recommends submitting at least two business days before the planned move-out. Customer care on that guide is +971-800-9933.

Maawa's 1 August 2026 note names JBR, Business Bay, Mudon, Remraam, Jaddaf Waterfront, and Dubailand on RealConnect, and says Dubai Properties publishes no fixed permit fee. Bayut's Saturday to Thursday, 08:00 to 19:00, window is for move-ins only. For Emaar, select the community and open Move In / Move Out / Renewal Permits on the live form.

A building with no owners association may only need the building office, the landlord, or the watchman. Maawa's 24 July 2026 explainer says the same of older unmanaged buildings. A villa still needs a truck permit when there is no lift, and a move between two buildings can mean two permits. A mover's note from 29 July 2026 describes a tower permit booked with the service elevator, and a gate permit for the villa.

Write the landlord letter only when the form asks

When the form asks for the owner's sign-off, write a dated note with the unit, the tenant, the move window, your name, and your phone, and state that you do not object to the move-out. Keep a copy with the tenancy.

That letter is your permission for this furniture move. It is not the permit security checks at the barrier. It is also not the approval used to cancel Ejari. Cancelling the registered contract is a separate filing.

The application is the set this portal requested

File the application the portal opened. Record who applied, tenant or owner, and the reference number, and upload the documents that screen lists. Nakheel's owner list is the title deed or sale and purchase agreement, plus the owner's Emirates ID, passport, and visa. Its tenant list is Ejari plus the owner's Emirates ID, passport, and visa.

On RealConnect, Bayut lists Emirates ID, passport, a valid UAE visa, and Ejari, or Ejari and a National ID for GCC nationals. The form also asks for the occupant, unit, street, community, sub-community, building, moving company, supervisor name and number, contacts, date and time, and community-fee payment.

If the portal blocks the permit, the usual cause is unpaid service charges on the owner's account. Bayut says a Dubai Properties permit is issued only when those dues are paid. Maawa's July 2026 explainer calls outstanding service charges the usual reason a permit is refused. A tenant DEWA bill does not clear that account. If the form also asks for a final utility bill, that field is local, while DEWA clearance sits in the file kept before a tenancy-deposit refund.

The approval has to include the slot

Save the permit with the approved date, time, and reference, plus the service-lift booking or the gate pass. Nakheel security asks for the physical move-out permit letter. When a mover pass is required, Nakheel wants Emirates ID copies with its security stamp, requested 1 to 2 working days ahead, and says those approvals take 1 day.

On Nakheel, an owner or tenant application can carry several companies on one request. A third-party application needs a permit for each company. A refundable lift deposit belongs in the file only if this approval shows one. Maawa says the figure is specific to the community and is confirmed in the app. The tenancy deposit is a separate record in the receipt register for money held against the lease.
