How to Run a Signed Rental Handover Inspection Before Keys Change Hands

Run a Dubai rental handover inspection: joint walk, room notes, dated photos, keys count, dual signatures — then compare only to that baseline at exit.

Key takeaways

A Dubai rental handover inspection is a signed condition file on key-exchange day: walk the unit together, note each room with dated photos, count keys and access devices, and record visible DEWA or cooling meters as supporting fields. Both parties sign and each keeps a copy. At move-out, compare only against that signed baseline — not a Camera Roll memory contest.

Keys are about to leave your hand, and the only “inspection” is a WhatsApp “all good” or a Camera Roll dump nobody shared — that deposit-fight risk is the problem. Before keys change hands in Dubai, run a joint walkthrough, fill a room-by-room checklist with timestamped photos, list every key and access card, note the same-day meter faces, and get both signatures — or document refusal and email the pack the same day.

Friday, one studio in JLT. Rami hands keys at 4 pm. Last year an agent did a five-minute walk with no signed form — at exit every scuff became a deposit fight. This time he prints arrival / departure columns, walks every room with the tenant, photographs the balcony scratch and the DEWA face, counts two access cards and one parking remote, and both sign before keys leave the table. They email the photo set the same evening.

Surprising fact: there is no mandatory official Dubai handover form. Snagify’s check-in explainer (2 Sep 2026) notes neither RERA nor Dubai Land Department publishes a required template — validity comes from identity, date, coverage, and signatures or documented delivery. Law No. 26 of 2007 still expects usable handover and return except ordinary wear; the signed checklist is the practical evidence layer.

When to walk the unit together

Book the joint walk for key-exchange day. At move-in, inspect before belongings fill the rooms; at move-out, after the unit is vacant and cleaned. Walk together — solo tours weaken the shared baseline. Do set Arrival and Departure columns on the same form. If one party cannot attend, note authorisation or refusal and still create a dated record.

Bring a form with Arrival and Departure columns. RealKeyper’s Dubai handover checklist (30 Apr 2026) puts the joint walk first: a shared walk beats two private photo dumps. Do not hand keys after a hallway “looks fine” and promise to “send photos later.”

Typical mistake: let an agent do a five-minute solo walk and never get a signed form. At exit you have no shared baseline.

What to put on the room-by-room form and in the photos

Start with an identity block: address, parties, date and time, move-in or move-out type, and the Ejari number — Dubai’s tenancy registration reference — where available. Walk every room plus balcony, parking, and storage. Do write specific defect notes instead of “damaged.” Test AC and included appliances. Photograph wide shots and close-ups of anything notable.

Share the photo set the same day by email or a shared folder. Forms-legal’s UAE handover checklist keeps Ejari, room grades, and photo retention on one sheet. In practice, a Camera Roll dump with no same-day share is how pre-existing stains become “new damage” months later.

How do you count keys, cards, and remotes?

Itemise every access device before keys leave the table: apartment keys, building fobs or cards, parking remotes, mailbox and storage keys, amenity cards if issued. Count them aloud with the tenant present and write the numbers on the form. Missing cards are common — and priced — at exit when nobody recorded the starting inventory.

Do not bury “two cards” in a chat. Binayah’s Dubai landlord checklist treats a signed keys inventory as Stage 2 handover documentation. At move-out you match counts against that signed list, not against memory.

Checklist: which meter readings belong on the same-day form?

On the same day as the walk, photograph and write visible DEWA — Dubai electricity and water — readings, plus district cooling or chiller faces where cooling is billed separately, and gas if present. These supporting fields tie billing to handover day. They are not a substitute for a fuller meter-photo file elsewhere.

For example, snap the DEWA display with the reading legible, then write the numbers on the form. PalmObserver’s Dubai handover checklist stresses photographing meters and access items the same day — keep the Ejari number on the identity block where you have it. Note the faces and do file the photos with the form.

Before you sign: both parties keep a copy

Both parties sign and date before keys leave the table. Each keeps the form and the photo set. If someone refuses, note the refusal, complete the dated report, and email the full pack the same day. Blank silence helps nobody; a delivered record still carries weight.

Do not invent an “official DLD handover PDF.” Dubai Land Department’s FAQ covers Ejari registration — not a mandatory condition template. Do file the signed checklist and photos with the tenancy file. A dual-signed pack gives more confidence than a private Camera Roll. IziRento can store them; it does not perform the inspection or make you compliant.

How to reuse the move-in file at move-out

Bring the signed move-in report to the exit walk. Repeat rooms photo-for-photo, complete the Departure column, recover every access item, and finalise meters. Verify each room against that baseline before any deposit talk — do not argue from memory. Separate ordinary wear — faded paint, light carpet wear, minor scuffs — from new damage such as holes, burns, or broken fixtures.

Article 21 of Law No. 26 of 2007 expects return except ordinary wear or damage beyond the tenant’s control; Article 20 covers deposit refund of the remainder. Khaleej Times on wear versus deposit summarises that line. West Gate’s move-in / move-out guide adds the practical rule: bring the signed move-in pack as the benchmark.

Run the handover in eight steps

Workflow on key day and again at exit: book joint walk → identity → room notes + photos → meters → keys → dual sign or same-day delivery → file → compare at move-out only to that baseline.

  1. Book the joint walk

Key-exchange day. Empty of belongings at move-in; vacant and cleaned at move-out. Bring Arrival / Departure columns.

  2. Fill the identity block

Address, parties, date/time, move-in or move-out type, Ejari number where available.

  3. Walk rooms and photograph

Specific defect notes for every room and annexed area. Wide shots plus close-ups. Test AC and appliances.

  4. Record meter faces

Photograph and write DEWA electricity and water, plus district cooling or gas if present — supporting fields only.

  5. Count access devices

List apartment keys, building cards, parking remotes, mailbox and storage keys with both parties present.

  6. Sign and share

Both sign and date. Each keeps form and photos. On refusal, note it and email the pack the same day.

  7. File with the tenancy

Store the signed checklist and photos with the lease. A workspace can hold them; it does not replace the walk.

  8. Compare at move-out

Bring the signed move-in report, repeat photo-for-photo, complete Departure, compare only to that baseline.

Success bar: one signed form tied to this unit and Ejari where available, room notes with same-day shared photos, keys counted, meters noted, both signatures or documented delivery, and at exit a Departure column compared only to that baseline.

FAQ

What if the tenant refuses to attend the handover inspection?

Note the refusal, complete a dated report with photos, and email the pack the same day. If an authorised agent attends for one side, write that on the form. Do not leave a blank file.

Is fair wear and tear deductible from a Dubai security deposit?

Ordinary wear — faded paint, light carpet wear, minor scuffs — is generally the landlord’s cost under Law No. 26 of 2007 Article 21. Deduct only for new damage beyond that, with the signed baseline and itemised support.

Do photos without a signed form still help?

Same-day shared photos help more than a private Camera Roll, but a dual-signed form — or documented same-day delivery after refusal — ties the set to this tenancy. Photos alone later feel one-sided.

Is there an official Dubai Land Department handover checklist PDF?

No. Neither RERA nor DLD publishes a mandatory condition-report template. DLD materials cover Ejari registration. Build identity, room notes, meters, keys, and signatures yourself.

Should meters be the whole handover file?

No. Record visible DEWA and cooling readings as supporting fields. The spine is room condition, keys inventory, and dual sign-off. Keep a fuller meter trail as a separate record if needed.

Can IziRento run the inspection for me?

No. IziRento is a SaaS workspace for properties, leases, meters, inspections, and related records. It can store the checklist and photos. It does not walk the unit, sign for you, or make you compliant.
