How to Keep an Owners Association Inbound Move Permit File Before Keys Day
Keep the Dubai community inbound move-in permit and service-lift or gate slot with the tenancy before keys day — not the move-out pack.
Rental operations notes from the IziRento team. Not legal advice.
Key takeaways
An owners-association inbound move-in permit is the community approval that lets security admit movers on a booked service lift or gate slot before first keys day. The issuer is this building's office or portal, not a citywide RERA desk. Clear owner service-charge blockers, collect the documents that portal asks for, and file the approved permit with the lift or gate slot before keys leave.
Keys day and a signed lease do not book the barrier. A Dubai community wants an inbound move-in permit — often called a moving NOC — and, when the portal does not combine the two, a booked service-lift or loading-bay slot as a second check. Name this building's issuer, clear owner-side service charges that freeze tenant applications, file the approval with the slot before keys leave, and stop. This pack is inbound only; the move-out permit is a different file.
Treat approval and the slot as two checks unless this community's form books both together. Do keep the inbound permit and the lift or gate booking in the same tenancy file before keys leave. Do not treat a WhatsApp “you can move Saturday” or a DEWA screenshot as either check.
Disclaimer: IziRento is operations software, not legal advice. Local tenancy rules vary; check a qualified adviser for binding decisions.
The inbound barrier pack, not the exit one
This file is the inbound community, owners-association, or building-management move-in approval — a move-in permit or moving NOC — plus the booked service-lift or gate slot, filed before first keys day. Maawa's 24 July 2026 explainer puts that approval with the building's OA or management so security can let movers through on a booked lift or loading slot. Older unmanaged buildings may only need a call to the landlord or watchman.
It is not the move-out permit checklist, not Ejari registration (Dubai's tenancy registration — though many portals ask for an Ejari copy as an upload), and not a keys or fobs inventory. Clause 6 of the unified tenancy contract tells the tenant to follow property-management rules for the premises and common areas. That is the contract's house-rules line. It does not name a moving NOC form.
There is no single citywide RERA move-permit desk. In a JLT tower cluster, each tower's OA and building management issues approval and books the service lift — not one head-office stamp for every tower. BeMore's JLT guide makes that point, and passenger lifts stay off-limits for furniture. Moving out of one building and into another can mean two permits from two management teams, as 1stMove noted on 29 July 2026.
What belongs in the tenancy pack
The checklist below is what to keep with the tenancy, not a developer fee matrix and not a day-count grid. Copy hours, any refundable common-area deposit, and any lead time from this building's live form only. Nakheel's “no fee” and 3-to-4 working-day recommendation stay on Nakheel's page. ECM's one business day and Dubai Properties' two business days stay on those communities.
Inbound move-in pack for this tenancy
| Keep in the file | What it proves | Only if this building issued it |
|---|---|---|
| Named issuer (OA, community management, or building office) | Who clears the inbound truck for this address | Always — write the office or portal name before keys day is locked |
| Approved MIP letter or PDF with reference | Community move-in approval for the booked date | Always when this building requires a permit |
| Approved date and time | The window security will check | Always with the approval |
| Service-lift or gate / loading booking | Freight lift or truck pass for that window | Always when the portal does not combine it with the permit |
| Mover daily pass or stamped IDs | Named crew can enter on the approved date | Only when this community asks (e.g. Nakheel daily pass) |
| Refundable common-area deposit receipt | Money held against common-area damage for this move | Only if this building issued one — not the tenancy security deposit |
One filing sequence before keys leave
With the checklist above, file one inbound sequence for this building. The exit permit, Ejari registration, and Mollak payment steps stay in their own guides.
Inbound permit and slot before keys day
Name this building's issuer
Ask community management, the OA manager, or the resident portal whether inbound move needs a permit and whether the service lift or gate is booked on the same form. Examples to check, not a citywide rule: Nakheel Online Services or My Nakheel; the ECM Sakani MIP portal; Dubai Properties RealConnect; or this tower's own OA office. A small unmanaged building may only want a call. Write the answer in the tenancy file.
Clear owner service-charge blockers
Where the FAQ says outstanding service fees stop a tenant MIP — as on ECM Dubai Hills, Arabian Ranches, and Greens & Views — confirm the owner's community account is current before anyone submits. Those dues are usually the owner's community account, not the tenant's DEWA bill. Keep service-charge receipts in their own file; this checklist only needs the blocker cleared.
Collect that portal's document set
Record who applied (tenant or owner), the reference number, and the documents that screen lists. ECM tenant uploads are Ejari, Emirates ID front and back, and passport with visa; homeowners log in with credentials and need no further uploads. Nakheel's tenant path asks for Ejari plus the owner's Emirates ID, passport, and visa — copy that community's list, not a hybrid. Issue a landlord authorisation letter only if that form asks for one (for example when no tenancy-contract copy is available).
File approval with the inbound slot
Save the MIP letter or PDF, the approved date and time, and either the service-lift booking (tower) or the gate or truck pass (villa community). On Nakheel, show the physical letter of the move-in permit confirmation at security. For any other building, copy hours and any refundable common-area deposit receipt from that approval only.
Add mover credentials only when asked
The occupant supplies tenancy and ID papers; the mover supplies trade licence, insurance, and vehicle details as asked. The permit is issued to the resident or occupant, not to the moving company. On Nakheel, a third-party daily pass is requested 1 to 2 working days ahead, with Emirates ID copies carrying the Nakheel security stamp.
Store with the tenancy and stop
Keep the inbound MIP, the slot confirmation, and any common-area deposit receipt beside the lease before keys leave. If Ejari is still missing, or the rooms still need a walkthrough, open those files next — not inside this pack.
On Nakheel's contact FAQ, residents apply online under General Services → Security Services → Move-in/Move-out Permits. That FAQ recommends 3 to 4 working days before the date, says approvals typically take 1 to 2 days, lists Monday–Saturday 9am–5pm and Sunday 10am–1pm, and states there is no fee for the move-in permit. ECM Dubai Hills Moving in FAQ requires a MIP on the Sakani MIP portal at least one business day ahead. Bayut's RealConnect guide (updated 11 December 2024) recommends two business days for Dubai Properties communities, with move-ins Saturday–Thursday 08:00–19:00 on that official window.
No citywide fee or clock
There is no single Dubai fee or lead time for inbound move-in permits. Nakheel's FAQ says its move-in permit has no fee. ECM's AED 200 figure is an access-card issuance fee (credit card only), not the MIP price. Outstanding service fees that block a tenant MIP are usually the owner's community dues — keep those receipts with the Mollak service-charge file, not as a DEWA screenshot. Inbound is not the move-out permit and not a sale eNOC.
Stop when this tenancy has the inbound community move-in approval on file with the booked service-lift or gate slot — and any common-area deposit receipt that building actually issued — before keys leave. Do not invent a Dubai-wide fee or lead time; read this community's form only. Do not treat this pack as the move-out permit. IziRento can store the permit PDF and slot confirmation beside the tenancy. It does not apply to the OA, book the lift, or make anyone compliant, and the workspace is in pre-launch testing.
FAQ
Is the move-in permit the same as the move-out permit?
Same family of community approvals, different direction and often a different form. Inbound before keys day is this file. Exit is the building move-out permit checklist: https://izirento.com/en-ae/blog/building-move-out-permit-noc-checklist-dubai
Who applies — landlord or tenant?
Portals differ. ECM lets homeowners apply with login credentials; tenants upload Ejari and IDs. Nakheel lists separate owner and tenant document sets. Ask this building's office. The landlord still keeps a copy of the approval with the tenancy.
Do unpaid service charges block the tenant's MIP?
ECM FAQs say tenants may not apply for MIP while outstanding service fees sit on the property. Clear the owner's community account first. Those dues are usually the owner's community charges, not the tenant's DEWA bill: https://izirento.com/en-ae/blog/mollak-service-charge-receipt-file-dubai
Is there one Dubai fee for move-in permits?
No citywide figure. Nakheel's FAQ says its move-in permit has no fee. Other communities may hold a refundable common-area deposit — read that building's form only. An access-card fee is not the MIP fee.
Does a booked lift come with the permit automatically?
Not always. Some systems combine approval and the elevator reservation; others approve first, then allocate the service lift at reception or security. Confirm the service-lift or loading slot is assigned and file it with the permit.
Does this replace Ejari registration?
No. Many portals ask for Ejari as an upload. How to register Ejari is a separate checklist: https://izirento.com/en-ae/blog/ejari-registration-documents-checklist-dubai
