How to File a MoHRE Labour Accommodation Registration for a Dubai Building
الأهم خلال 30 ثانية
Before workers move in, the Dubai building let to an employer needs a MoHRE labour accommodation registration, kept with the municipality use approval that designates the building as worker housing. The UAE government portal names the Labour Accommodation System of MoHRE. The ministry service page did not open on 26 October 2026, so this file does not state a fee or a deadline. A residential Ejari pack, a holiday-home permit, and a guest check-in remain separate files.
The file for a Dubai building let to an employer, before workers move in, is the MoHRE (Ministry of Human Resources and Emiratisation) labour accommodation registration, with the municipality use approval that shows the building is designated as worker housing. The channel is the Labour Accommodation System on the UAE government portal. A residential Ejari pack (Dubai tenancy registration), a holiday-home permit, and a DET guest check-in (a short-stay guest record) are other files.

The building’s labour accommodation registration
The channel for that file is the Labour Accommodation System of MoHRE. The services directory describes that system as the one for registering and managing labour accommodation of private-sector companies. The service page did not open on 26 October 2026, so the live screen shows which fields to complete.
The UAE government portal says establishments must register in that system and keep the information they enter valid. It also says the accommodation should be licensed by government authorities. The same page points to Cabinet Resolution No. 13 of 2009, Ministerial Decree No. 212 of 2014, and Administrative Decision No. 19 of 2023.
A Morgan Lewis note dated 20 October 2026 says accommodation owners have a registration duty and a duty to update the data; employers covered by Ministerial Resolution No. 122 of 2026 must use accommodation that is approved and registered; and the portal page opened on 26 October 2026 still ties the registration sentence to Ministerial Resolution No. 44 of 2022. The note says the resolution repeals certain provisions of Ministerial Resolution No. 44 of 2022 and of Ministerial Resolution No. 516 of 2024. MoHRE may suspend the accommodation file and notify the relevant authorities if the information is incorrect or the standards are breached, and repeated violations may bring further administrative action against the establishment and the accommodation owner.
Executive Council Resolution No. (12) of 2025, issued in Dubai on 3 March 2025, is a separate duty on establishments. The English text, where the Arabic text prevails, requires establishments licensed in Dubai and covered by the resolution to provide accommodation. It cites Federal Decree-Law No. (33) of 2021 and Ministerial Resolution No. (44) of 2022. It does not set out the MoHRE screens or the municipality use approval.
Papers left out of this file
A standards page may show a charge, a wage, a worker count, or a period. Those figures are not lines on this registration. A guide dated 28 August 2026 describes an upload and a possible review. It does not cite a MoHRE document for that list, so the list is not the ministry’s checklist.
Administrative Resolution No. (110) of 2020 defines labour accommodation as a building, or a compound of buildings, designated as residence for labourers. The use approval is the municipality paper that shows this designation. The permit in the same resolution lets the owner add built-up area, or partly change the use, so the housing can offer a clinic, a grocery, a laundry, or a similar service. The owner applies for that permit on the municipality’s forms.
Law No. (5) of 2025 Concerning Public Health in the Emirate of Dubai defines workers’ accommodation as a building, including annexed service facilities, designated as residence for workers. The Arabic text prevails over the English page. Under the heading Functions of the Responsible Entity in the Domain of Workers’ Accommodation Health, that entity issues occupancy approvals after inspection and issues workers’ accommodation health permits. The health permit is not the municipality use approval.
The English text of Local Order No. (2) of 1999 describes Shared Accommodations (R 9) as a zone for residential buildings with special specifications, such as shared accommodation for labourers, employees, and other categories. The permitted uses listed in that text are private family residences, ancillary buildings, and temporary buildings. Conditional uses need the competent department’s approval. An R 9 label is a zone classification, not the filed use approval, and that permitted-use list is not a right to run a labour camp.
The water-tank certificate log records tank cleaning for a villa. The company trade-licence and signatory pack names the company tenant and the person who can sign. Neither paper puts this building on the labour accommodation register.
Standards figures stay off this file
This file does not state a fee, a wage, a worker count, a floor area, a percentage, or a period. The MoHRE service page did not open on 26 October 2026, so a fee, a duration, and a document list are not taken from that page, its title, or a commercial guide. This registration does not describe how the rooms are built. The services permit, the public-health papers, and a shared-accommodation zone label are not the two papers kept here, and the English permitted-use list is not a right to run a labour camp. The water-tank log and the company trade-licence pack stay on their own files.
Two papers, kept together
The registration names this building on the labour accommodation register and is stored before workers move in. The municipality use approval shows that the municipality has designated the building as worker housing, and it stays in the same file. The portal says the accommodation should be licensed by government authorities. Without that approval, the registration file is incomplete.
Papers stored on this building
| Paper | What stays in the file |
|---|---|
| MoHRE labour accommodation registration | The registration that names this building on the labour accommodation register, stored before workers move in. |
| Municipality use approval | The paper that shows this building is designated as worker housing, kept with the registration. |
Filing on the live system
The sequence is the labour accommodation registration of this building, before workers move in. The live screen supplies the fields. The record stays on the building with the use approval, and the other papers stay in their own files.
File this building before workers move in
Confirm the paper is this registration
The job is the labour accommodation registration of this Dubai building, filed before workers move in. If the paper is a residential Ejari pack, a holiday-home permit, or a DET guest check-in, leave it on that file.
The Labour Accommodation System
The channel is the Labour Accommodation System of MoHRE, the system the UAE government portal names for registering and managing labour accommodation of private-sector companies. The service page did not open on 26 October 2026, so the live screen shows which fields to complete. Because that page did not open, this file does not copy a fee or a deadline from it.
A current record on the building
Owners update the data when it changes. Employers covered by Ministerial Resolution No. 122 of 2026 keep the accommodation and worker information accurate. Store the record on the building. A message in chat is not the record.
The use approval beside the registration
Keep the municipality use approval with the registration. That paper shows the building is designated as residence for workers. If the only paper is a Shared Accommodations (R 9) zone label, the use approval is still missing.
Services permits and health papers
The services permit under Administrative Resolution No. (110) of 2020 is the municipality paper for a clinic, a grocery, a laundry, or a similar service inside the housing. The occupancy approval and the workers’ accommodation health permit under Law No. (5) of 2025 are public-health papers. Neither one is this registration.
The tank log, the licence pack, and Dubai’s housing resolution
The villa water-tank certificate log stays with the tank visits. The company trade-licence and signatory pack stays with the tenant’s licence. Executive Council Resolution No. (12) of 2025 remains Dubai’s duty on licensed establishments to provide accommodation. This file does not copy a worker count, a wage, or a period from it.
The two papers, stored
Store the registration and the municipality use approval on the building record, then stop. IziRento can store those two papers. It does not submit the registration, log into the Labour Accommodation System, inspect the building, or issue the approval. It is not a lawyer, a property manager, or a party to the lease. The workspace is in pre-launch testing, so do not submit production tenant data.
Stop when this building’s file, before workers move in, holds the MoHRE labour accommodation registration, with the municipality use approval that designates the building as worker housing beside it. The ministry service page did not open, so a fee, a wage, a worker count, a period, and a deadline are not copied into that file. IziRento can store the registration and the use approval on the building record, and it does not submit the registration or issue the approval.
A residential Ejari pack stays on the Ejari file. A holiday-home permit stays on the holiday-home file. A DET guest check-in stays on the guest check-in file.
File the MoHRE labour accommodation registration on a Dubai building before workers move in, and keep the municipality use approval with that registration.
