How to Keep a Water Tank Cleaning Certificate Log for a Dubai Villa
File the approved company’s cleaning report beside the laboratory result for the same Dubai villa tank visit, ready for the inspector.
Rental operations notes from the IziRento team. Not legal advice.
Key takeaways
A Dubai villa water-tank cleaning certificate log is the approved company’s report for that villa’s own tank. The tank and the visit date are on the report, beside the laboratory result for the same visit. The drinking-water guideline does not describe a certificate Dubai Municipality issues to the villa. Ask for Food Safety Department approval, keep both papers, and show them to the inspector on request. IziRento only stores the file.
After a villa tank visit, an inspector reads two matched papers. The approved company’s cleaning and disinfection report sits with the laboratory result for the same tank and the same visit. A message that the tank is done is not that pair. Dubai Municipality’s drinking-water guideline does not describe a certificate issued to the villa. The report comes from the company, and you keep both papers ready for the Health and Safety Department inspector.

What the inspector actually reads
DM-HSD-GU17-DW2, Technical Guidelines for Quality of Unbottled Drinking Water, is version 1, issued 25 September 2024. It covers unbottled drinking water in built environments, including residential buildings, the companies that clean those systems, and private laboratories that test the water. The building owner, or the owner’s representative, documents the cleaning and inspection records and the laboratory reports. On an inspection visit, those records are shown to the Health and Safety Department inspector when the inspector asks.
DM-HSD-GU44-LCWS2, version 5, issued 17 December 2024, says the water tank cleaning and disinfection certificate shall be valid. The cleaning company shall be approved by Dubai Municipality, and water-test records shall be kept. That line is the premises file: the company report with the test record, not a certificate the municipality issues to the villa.
A leaking tap belongs on a repair-request log. Keys-day photos belong on the rental handover inspection checklist. A DEWA meter reading — DEWA is Dubai’s electricity and water utility — is the handover-day meter. A Mollak service-charge receipt is the building’s service-charge papers, not proof this villa tank was cleaned. In 2022 Gulf News recorded residents asking how to know an approved company had cleaned the tank. The advice there was to ask the cleaner for proof of Dubai Municipality approval.
The certificate is the company report
The certificate on this villa is the approved company’s cleaning and disinfection report. On the Legionella checklist, the certificate that shall be valid is this premises file, not a printout from Dubai Municipality. Leave intervals, sampling cadences, retention periods, dirham amounts, tariffs, temperatures, and chemical concentrations out of this log. Re-check the live DM-HSD-GU17-DW2 PDF before anyone states a schedule or a penalty. This folder is not a repair request, a handover file, a DEWA reading, or a Mollak file. Abu Dhabi tank rules are a different procedure, and a tower tank stays with the building owner or the owner’s representative.
Papers from this visit
The company prepares a cleaning and disinfection report and submits it when asked. It includes the chemicals used, the methods of use, and the mechanism of cleaning and disinfection. It should also name the tank and the visit date. A missing photo is not a reason to reject a report that already states those points. Neither a tank serial the company never used nor the crew’s training cards belong in this file.
The laboratory result is the second paper for the same visit. In the drinking-water guideline, an accredited laboratory is one accredited by the Emirates International Accreditation Center, EIAC, to ISO/IEC 17025 for drinking-water testing. Microbial and chemical parameters follow UAE.S GSO 149:2021. EIAC publishes the accredited-laboratories list.
Match the result to the tank or sample point on the report, and to the same visit. The guideline names a tap after the sampling procedure and the tank itself among the sample locations. The laboratory gives the owner the results taken after cleaning, and tells the Health and Safety Department if a sample does not conform. A test from an unrelated tap is not this tank’s result.
Section 9-5 also names the cleaning contract, inspection results, and the chemical safety data sheet. Keep them with this visit when the company supplies them. A note about leakage, overflow, weak flow, or another tank-safety problem stays with the same visit.
Papers in one villa tank visit
| Paper | What it shows | When it belongs with this visit |
|---|---|---|
| Cleaning and disinfection report | Chemicals used, methods of use, mechanism of cleaning and disinfection, tank identity, visit date | Every visit to this villa’s own tank |
| EIAC laboratory result | Drinking-water test matched to the same tank or sample point and the same visit; UAE.S GSO 149:2021 named | Beside the cleaning report for that visit |
| Cleaning contract, inspection notes, chemical safety data sheet | Only the copies the company actually supplies | When they arrive with that visit |
Filing order, then stop
The cleaner’s approval is a Food Safety Department matter. The July 2020 food-permits PDF names the company-approval service, Approval of Water Tank Cleaning Companies. It is for a Dubai business licensed to clean tanks, containers and crates, registered on FoodWatch, with a water-tank cleaning manual. A fee, a working-day count, or a validity period from that PDF is not part of the villa file.
FoodWatch is where water-tank cleaning companies register. A food-establishment person in charge can request a tank clean after adding the company as a supplier. A villa landlord is not that person in charge, and a FoodWatch screenshot does not stand in for the report and the laboratory result.
The Health and Safety approved-list page links a List of Cleaning and Disinfection Companies dated July 2021. That July 2021 list is not the approval check for this tank visit. A pest-control listing is a different approval. Safe Water for a Healthy Community tells residents to use companies approved by Dubai Municipality for tank and plumbing cleaning.
Order for this villa visit
Confirm this is the villa’s own tank
Confirm the tank belongs to this villa. Stop for a repair request, a keys-day file, a DEWA reading, a Mollak receipt, or an Abu Dhabi tank. A tower tank stays with the building owner or the owner’s representative.
Put the tank and the visit date on the report
A villa can have more than one tank. Ask the company to put the tank and the visit date on the report if either is missing. Skip any serial the company does not already use.
Read the Food Safety Department approval
Read the company name and the date on the Food Safety Department, Registration and Permit Section approval. The company must follow the cleaning methods the municipality has approved. A pest-control listing and the July 2021 list are not that approval.
File the cleaning and disinfection report
File the report that states the chemicals, the method, the mechanism, the tank, and the visit date. Add the contract, inspection notes, and safety data sheet only when the company supplies them.
File the laboratory result beside it
File the EIAC drinking-water result beside the report for the same tank or sample point and the same visit. The named standard is UAE.S GSO 149:2021.
Keep the pair for the inspector
Show the pair to the Health and Safety Department inspector on an inspection visit, when the inspector asks. If a result does not comply, notify the concerned authorities through the channel the current guideline names. A portal login is not part of this file.
Store the pair on the villa and stop
Keep the report and the laboratory result on the villa record, then stop. IziRento can hold that pair. It does not book a cleaner, test the water, or file with the municipality.
FAQ
What if the tank is shared by the tower, not the villa?
Records for a tank that serves the building sit with the building owner or the owner’s representative. This log is the villa’s own tank. Leave the tower tank on the building file, not in the Mollak service-charge file.
Does a repair-request row replace the cleaning report?
No. A repair-request row records a tenant repair, such as a leaking tap. It does not replace the cleaning report and the laboratory result for the tank visit.
Where does the laboratory result sit beside the cleaning report?
Beside the cleaning report for the same visit, matched to the same tank or sample point. Neither paper replaces the other, and a test from a different outlet stays out of this pair.
Does a handover photo or a DEWA reading prove the tank was cleaned?
No. A handover photo is the keys-day condition file, and a DEWA reading is the meter when the tenancy changes. Neither shows that this tank was cleaned on this visit.
Stop when this visit holds the approved company’s cleaning report, with the tank and the visit date on it. The EIAC laboratory result for the same tank or sample point sits beside that report. You show both when the inspector asks. Leave a cleaning interval, a retention period, and a tariff out of the file. Before anyone states a schedule or a penalty, re-check the live DM-HSD-GU17-DW2 PDF. If the tank serves the tower, stop and leave the records with the building owner or the owner’s representative.
The repair-request log, the handover condition file, a DEWA meter reading, and the Mollak service-charge file stay separate. IziRento can store the report and the laboratory result on the villa record. It does not book a cleaner, test the water, or file with the municipality.
File the approved company’s cleaning report beside the laboratory result for the same Dubai villa tank visit, ready for the inspector.
