How to Assemble an Ejari Renewal File After the Next Term Is Signed

•9 min read•Article•Leonid Gorok

The main points in 30 seconds

Ejari is Dubai's tenancy register. After the next term is signed, the renewal file holds the new unified contract, the prior certificate beside it, and the e-Contract Registration Certificate once it is issued. The Register/Renew page asks the app for a copy of that contract. A trustee centre asks for the original, the applicant's Emirates ID, and a power of attorney if a representative applies. Keep the issued certificate with that contract and the prior one.

The next Dubai term is already signed, and this file is the renewal upload for that term. It holds the new signed unified tenancy contract, the prior certificate from Ejari (Dubai's tenancy register) beside it, and the e-Contract Registration Certificate the department still has to issue. A first-registration pack, a rent-increase notice, and a cancellation pack are different files.

Comparison cards for agreed rent, dates, and payment lines, with the notice file left closed
This upload uses the rent and dates already agreed. It does not reopen the rent-increase notice.

The notice file is already closed

The rent, the dates, and the payment lines on the new contract are the ones the parties already agreed. The rent-increase notice stays in its own file, closed. This upload does not reopen that letter, and it does not change the rent that was signed.

A signed renewal is not the same thing as staying on after expiry. Where the term expires and the tenant stays without the landlord's objection, Article 6 of Law No. 26 of 2007 renews the contract for the same term or for one year, whichever is shorter, on the same terms. The Arabic text prevails. This upload starts from a term the parties have already signed.

Stages from the unified tenancy contract through register or renew, apart from a first pack
What gets registered is the new contract for this term. A first-registration pack is a different file.

The signed contract is what gets registered

The paper this registration uses is the unified tenancy contract signed by both parties for the new term. The Dubai Land Department service Register / Renew Tenancy Contract is how that contract is registered or renewed in Dubai. On the English text of Law No. 33 of 2008, lease contracts governed by the law, and any amendments to them, are registered with RERA (the Real Estate Regulatory Agency). Arabic prevails.

A first tenancy's registration pack is a different file. The campaign page states a minimum lease term of one year. The unified contract template says the landlord undertakes to register the contract on Ejari, and the attachment note lists the original contract and the applicant's original Emirates ID. The API gateway lists Renew Tenancy Contract as its own action, separate from issuing a contract and from termination.

Cards for the contract copy, the trustee original, and the prior certificate kept beside the issued one
The page names the contract and, at a trustee centre, the applicant's Emirates ID. The prior certificate still stays in the folder.

Papers on the Register/Renew page

The numbered list on the Register/Renew page is not the whole folder. If the prior certificate is not already to hand, the department's download page collects a contract number and shows a DEWA premise number and a municipality number. DEWA is Dubai's electricity and water utility. The campaign page also describes a download in Dubai REST (the Land Department app): log in, open Property Wallet, select the property, and download from the contract details.

The numbered list and the folder

Via the app, the Register/Renew page asks for a copy of the Unified Tenancy Contract, for individuals and companies. At a Real Estate Services Trustee Centre it asks for the original Unified Tenancy Contract, the Emirates ID of the applicant, and an official power of attorney (written authority for a representative) if a representative applies. A Dubai-issued power of attorney can be entered as a number, without attaching the document. A power of attorney from another emirate has to be attached. The prior Ejari certificate is not on that list. Keep it in the folder so the issued certificate has a place beside it. A title deed, a DEWA bill, and passport copies are not lines on that numbered list.

Channels on the Register/Renew page

Dubai REST appThe tenant and the landlord are individuals, and the owner's data is up to date.A copy of the Unified Tenancy Contract. The page states that line for individuals and companies.

Real Estate Services Trustee CentreThe property is not managed by a real estate company or by an owner with Ejari system access. The applicant is the tenant or a legal representative with an official power of attorney. The landlord is the owner or a legal representative with an official power of attorney. The original Unified Tenancy Contract; the applicant's Emirates ID; an official power of attorney if a representative applies (a Dubai number without the document, another emirate with the document attached).

The same page prints one registration schedule, in its own words for registering a tenancy contract. On the Dubai REST app or the department's website the lines are the amount printed on the official page for registering a tenancy contract, a knowledge fee as printed on the official page an innovation fee as printed on the official page a service partner fee as printed on the official page and VAT as printed on the official page on that service partner fee. The printed total is the amount printed on the official page.

At a Real Estate Services Trustee Centre the lines are the amount printed on the official page for registering a tenancy contract, a knowledge fee as printed on the official page an innovation fee as printed on the official page and service partners' fees of the amount printed on the official page plus VAT. The printed total is the amount printed on the official page. The page does not print the trustee VAT as its own figure. It lists credit card, cash, and a Noqodi wallet. The service time printed on that page is 25 minutes at a trustee centre, excluding waiting time.

Only someone the row names may apply. A relative with no power of attorney is not an applicant.

From the closed notice to the issued certificate

Fill the folder in this order. Take the channel and the papers from the table, and add the issued certificate last.

Fill the renewal folder

  1. Closed notice, matching rent

Read the new contract against what was agreed: the rent, the dates, and the payment lines. Leave the rent-increase notice in its own file.

  2. The signed contract for the new term

Keep the unified tenancy contract with both signatures on it.

  3. The prior certificate in the same folder

Put the previous Ejari certificate with the signed contract. The numbered list does not name it. The folder holds it so the new certificate can sit beside it.

  4. Submit on the channel in the table

Use the row that matches the unit, and take the papers that row names. Online, log in, select the service, upload those papers, pay if a fee is due, and keep the certificate email. At a trustee centre, bring the original contract, the applicant's Emirates ID, and the power of attorney if a representative goes.

  5. The issued certificate, filed with both

After approval, put the e-Contract Registration Certificate in the same folder as the signed contract and the prior certificate. Online, that certificate is the approval email. At a trustee centre, keep the certificate and the payment receipt if a receipt was issued for that visit.

Stop when the folder holds the issued certificate, the new signed contract, and the prior certificate this upload used. The first-registration pack is a different file. The rent-increase notice stays closed. The cancellation pack is for a vacated unit, not for a term that is continuing. IziRento stores the file. It does not submit the renewal to the Dubai Land Department, Dubai REST, or a trustee centre, and it does not make the landlord compliant.

Keep the renewal file with the tenancy

IziRento stores the signed contract, the prior certificate, and the issued certificate. It does not submit the renewal.

FAQ

What if the prior certificate is missing?

The numbered list on the Register/Renew page does not require that PDF. Look it up with the contract number on the department's download page, or in Dubai REST under Property Wallet, on the property's contract details. The download page also shows a DEWA premise number and a municipality number. Leave a place in the folder for the new certificate. A missing prior PDF is not a reason to open a first registration.

Does the tenant have to attend the renewal upload?

There is no single rule that the tenant must attend, or that the landlord must. At a trustee centre the applicant is the tenant or a legal representative with an official power of attorney, and the landlord is the owner or a legal representative with an official power of attorney. On the app, the tenant and the landlord are individuals and the owner's data is up to date. On the Ejari system, the user is a licensed property manager, an owner managing their own property, or a representative whose power of attorney authorises management. A relative with no power of attorney is not an applicant.

Where does the new certificate sit beside the old one?

In the same folder as the signed new-term contract and the prior certificate. Online, that document is the e-Contract Registration Certificate in the approval email. At a trustee centre, keep the certificate and the payment receipt if a receipt was issued for that visit.
