How to Keep a Civil Defence Safety Certificate for a Dubai Building You Let
الأهم خلال 30 ثانية
Before a Dubai building is let, store the Civil Defence certificate of compliance with preventive and safety conditions for that building. Keep the approved fire-system maintenance contract and the Hassantuk or 24x7 monitoring proof beside it. An insurer’s policy schedule, a leak claim pack, and an annual air-conditioning contract are other files. Law No. (3) of 2026 is a Quality and Safety Certificate after a structural assessment.
Before a Dubai building is let, the file is the Civil Defence certificate of compliance with preventive and safety conditions for that building. Beside it sit the approved fire-system maintenance contract and the monitoring proof: Hassantuk, Dubai Civil Defence’s smart monitoring system, or the 24x7 subscription certificate. An insurer’s policy schedule, a leak claim pack, and an annual air-conditioning contract are other files.

The certificate on this building before the let
Dubai Civil Defence calls this paper the Certificate of Compliance with Preventive and Safety Conditions for Buildings and Companies. The service card is dated 19 June 2014. It asks for a copy of an approved maintenance contract and for the smart-system subscription certificate, 24 hours a day and 7 days a week. Store the issued certificate for this building.
Law No. (4) of 2025, issued in Dubai on 7 April 2025, is the Civil Defence statute. Article 16(b) says an insurer in Dubai may not cover a building against fire unless the insured provides a valid certificate from the Civil Defence General Command that the building meets the Preventive Safety Requirements. The policy schedule is a different file. On the English text, the Arabic text prevails.
Ejari, Dubai’s tenancy registration, has a guide for an owner who leases and manages the property himself. Point 7 of that guide says the property shall satisfy safety and security conditions, and it calls that line the civil defense statement. The guide is undated, and it does not say the register refuses a contract. The issued certificate is the page kept on the building before the let.
Point 11 says a maintenance contract shall be procured from a building maintenance company. That line is a general maintenance contract. The fire-system contract is the approved contract on the Civil Defence card.
A leak claim pack is assembled after a leak and stays on the claim file. This certificate is stored before the let. The annual air-conditioning contract and its visit reports stay on the cooling file, and a villa water-tank cleaning log stays on the tank file.
What stays outside this file
Law No. (3) of 2026, issued in Dubai on 27 February 2026, defines a Quality and Safety Certificate from the competent entity, including Dubai Municipality, after a structural assessment. The preamble cites Law No. (4) of 2025. The Quality and Safety Certificate is a different paper, and on the English text the Arabic prevails.
The same Dubai Civil Defence list also names a Completion Certificate. That paper closes a set of works. A framed completion certificate from an earlier fit-out stays with those works.
The Safety Certificate (Building/Unit Owner) card is dated 9 May 2020. An owner can use it for another legal transaction, such as an insurance application, and the card carries a 2020 expiry extension that is not a current rule. When that page is the Civil Defence certificate for this building, file it here and leave the insurer’s schedule on the insurance file.
The Ministry of Interior page says Dubai applicants contact the General Directorate of Civil Defence in Dubai, and that other emirates use the Ministry website, the smart application, or the Ministry call centre. A Dubai building stays with Dubai Civil Defence. The federal low-risk fulfilment certificate, written for a commercial establishment, is a different file.
Before the three papers
Leave a fee, a day count, and a fine off this file. If the certificate already states a period, keep that page as written and do not treat it as a Dubai tariff or a Dubai calendar. Law No. (3) of 2026 is a Quality and Safety Certificate after a structural assessment, and a fit-out completion certificate closes works. The 2020 owner card is not a current expiry rule, and a Hassantuk registration ID does not stand in for the safety certificate. The air-conditioning contract and the tenancy guide’s general maintenance line are not the fire-system contract. A trade licence, a passport, and a tenancy agreement can support an application without replacing the issued certificate. The villa water-tank log and the federal low-risk fulfilment list are different files, and a Dubai building stays with Dubai Civil Defence. Article 15 names a person to liaise with the Command on preventive safety, and this file remains the certificate.
The three papers kept on the building
Three pages sit on the building: the certificate that names it, the approved fire-system maintenance contract, and the Hassantuk or 24x7 subscription proof. The certificate card asks for a copy of that fire-system contract. Article 17 requires the owner to maintain fire prevention systems and to obtain the Command’s approval, within the time frame the Command sets, for a modification that may affect preventive safety.
Article 19(b) says installation and maintenance need that approval and licensed specialists. Article 19(c) prohibits disconnecting the installed systems or leaving them unmaintained. The smart-services list includes a request to approve annual maintenance contracts, and a separate request to inspect a building for a completion certificate.
The same card asks for the 24x7 smart-system subscription certificate. The Hassantuk commercial page describes installation in public and private buildings and establishments in Dubai as mandatory, under the shorthand law No. 24 of 2012. The preamble of Law No. (4) of 2025 names that instrument Cabinet Resolution No. (24) of 2012. The service terms, on a card dated 14 July 2019, say the subscription and its annual renewal are mandatory under Cabinet Resolution No. 24/2012.
An owner applicant provides a title deed. The service generates an ID for the building, and that ID does not replace the certificate. The commercial page does not list which homes are outside the commercial category, so keep the proof that names this building.
The three papers on this building
| Paper | What the page is |
|---|---|
| Civil Defence certificate | The certificate of compliance with preventive and safety conditions that names this building |
| Approved fire-system maintenance contract | The fire-system contract the certificate card asks to keep with the certificate, not the air-conditioning contract |
| Monitoring proof | The 24x7 smart-system subscription certificate, or the Hassantuk proof, for this building |
Filing the certificate before the let
Order for this building
Confirm the job is this building’s certificate
This file is the Civil Defence certificate for this Dubai building before the let, with the fire-system contract and the monitoring proof. The policy schedule, the claim pack, the air-conditioning contract, and an Abu Dhabi or federal fulfilment certificate stay in their own files.
Name the certificate in hand
The card is the Certificate of Compliance with Preventive and Safety Conditions. A Quality and Safety Certificate under Law No. (3) of 2026, and a completion certificate, stay out of this file.
A 2020 owner card, when it is this certificate
If the 2020 owner safety certificate is the Civil Defence certificate for this building, file it here. The 2020 expiry extension is not a current rule, and the insurer’s schedule stays on the insurance file.
File the issued certificate before the let
Put the issued certificate on the building before the let. Point 7 is the civil defense statement. The guide does not say Ejari refuses a contract, and Law No. (3) of 2026’s lease-attestation measure stays with the Quality and Safety Certificate.
Keep the fire-system contract with the certificate
Keep the approved fire-system maintenance contract beside the certificate. Articles 17 and 19 require owner maintenance, Civil Defence approval, and licensed specialists. Any visit pattern or charge already on the contract stays on that page.
Keep the monitoring proof with the certificate
Keep the current 24x7 subscription certificate, or the Hassantuk proof, for this building beside the certificate. The Hassantuk registration ID does not replace the certificate.
Leave the neighbouring papers where they are
Leave the policy schedule, the claim pack, the water-tank log, and the fit-out completion certificate in their own files. A trade licence, a passport, or a tenancy agreement does not replace the issued certificate.
Store the file and stop
Store the certificate, the fire-system maintenance contract, and the monitoring proof on the building record, and stop.
Stop when this building’s file, before the let, holds the Civil Defence certificate of compliance with preventive and safety conditions, with the approved fire-system maintenance contract and the Hassantuk or 24x7 monitoring proof beside it. Do not print a fee, a day count, or a fine. If the certificate in hand already states a period, keep that page as written, and do not turn it into a Dubai tariff or a Dubai calendar.
If the paper is the insurer’s policy schedule, leave it on that file. If the paper is the leak claim pack, leave it on the claim file. If the paper is the annual air-conditioning contract, leave it on the cooling file. If the paper is the Quality and Safety Certificate under Law No. (3) of 2026, leave it out of this file.
IziRento can store the certificate, the fire-system maintenance contract, and the monitoring proof on the building record. It does not book the inspection, pay Civil Defence, or issue the certificate.
