How to File a District Cooling Move-In Agreement for a Dubai Home

•8 min read•Article•Leonid Gorok

The main points in 30 seconds

At move-in, the district-cooling file on a Dubai unit is the signed chilled-water supply agreement. It names the premises and the customer already printed on the page. The permit holder concludes that contract on the form adopted by the Regulatory and Supervisory Bureau. A chat and a DEWA screenshot are not the agreement. Store the signed copy on the unit, and leave the exit clearance and the annual air-conditioning contract in their own files.

When the tenant moves in, the signed chilled-water supply agreement goes on the unit. Chilled water is the cold water the district network sends for air conditioning. That page already names the premises and the customer.

A message that cooling was sorted is not the agreement. A screenshot from DEWA (Dubai Electricity and Water Authority) is not the cooling account. The reading itself belongs with the meter handover. The exit clearance and the annual air-conditioning maintenance contract are different papers.

The signed chilled-water agreement on this unit

Executive Council Resolution No. (6) of 2021 calls the customer the beneficiary of a district-cooling service with whom the service contract is concluded. The service covers generating, distributing, selling, or billing cooling energy, and a building is any real-property unit it reaches. The English text covers special development zones and free zones, and it names the Dubai International Financial Centre. Where the English text and the Arabic differ, Arabic prevails.

The Regulatory and Supervisory Bureau, the RSB, approves the forms for the resolution. Article 4(10) includes the standard district-cooling service contract between a permit holder (the company supplying the service) and a customer. Article 9(7) requires the permit holder to conclude those contracts on the form the RSB adopted. The page kept on this unit is that signed contract.

Empower's individual-customer terms tie the supply to the address on the form. The customer may be the unit owner, whether a freeholder or a leaseholder, the unit tenant, or another occupier. The building owner can be named as the customer in that role. If the unit is empty, or the account is still in the owner's name, the owner stays responsible, including if the tenant does not pay. The customer cannot pass the agreement on without Empower's written consent.

Empower's registration FAQ allows an individual or a company to register in the owner's name or the tenant's name, as the title deed or the tenancy contract shows. An individual tenant is asked for the tenancy contract, Ejari (Dubai's tenancy registration), and copies of the visa and Emirates ID. A company tenant is also asked for the trade licence and the authorised person's passport, visa, and Emirates ID. When registration is complete, an email or an SMS carries the new account number and the username.

Emicool's move-in process issues a tripartite contract, on paper or by DocuSign, for the landlord and the tenant to sign, once amounts still owing on the landlord's account have been cleared. The connection follows when Emicool has that signed contract. The customer-service charter treats tenant registration and tenant disconnection as separate requests. A new connection comes with a billing-service agreement, and the customer signs it before chilled water is connected.

Clause 4 of the unified Ejari tenancy contract makes the tenant responsible for electricity, water, cooling, and gas that come from occupying the unit, unless a written condition says otherwise. The Land Department templates page dates that download 07 September 2022. Clause 13 says the Arabic text prevails. Clause 4 settles who pays. It does not open the cooling account, and it is not the provider's signed agreement. A written condition that moves the cooling charges stays with the tenancy.

Emicool's tenant-registration form, dated 1 September 2019, asks an individual tenant for Ejari, a passport, an Emirates ID, and a signed details form with the name, a Makani number (the location number), and a signature. A later Emicool FAQ lists Ejari, passport, Emirates ID, mobile, email, and an IBAN (an international bank account number), and it does not repeat every 2019 line. An older registration PDF says that joint tenants both sign. A second signature is part of this file only when the agreement already shows it.

The bill, the building contract, and the fee schedule

Article 11 of the same 2021 resolution puts contracted cooling capacity, consumption, and billing-service charges on the bill. Article 12 says the Supreme Council of Energy approves the permit holder's charges, and a permit holder may not collect a charge the Council has not approved. That bill is not this agreement.

Executive Council Resolution No. (87) of 2025, issued in Dubai on 18 November 2025, approves permit fees for district-cooling services and billing services, and replaces the violations-and-fines schedule of the 2021 resolution. The fees are paid to the public treasury. The resolution does not change Article 9(7), and the schedule is not a price list for this tenancy.

The RSB document RD04b sets minimum requirements for cooling-services agreements made on or after 31 July 2023. They describe supply at the energy-transfer station, the heat exchangers, and the building's contracted load. That is the building's cooling-services agreement, and it stays with the building. Compensation, load reduction, and temperature difference on that document stay there too.

Keep the provider's signed page as it stands

File the signed page this provider issued, under the name printed on it. Empower and Emicool ask for different identity pages, so those lists are not merged. A page that names one of them is not rewritten as a Tabreed or Palm Utilities form. A tenant named on the page keeps that name, and joint tenants who already signed keep both signatures. An owner-name account is filed as signed, without a tenant signature the provider did not take. Empower's registration FAQ asks which registration charges apply and states no amount. A connection fee, a tariff, a deposit, an activation amount, and a deadline are left off. A charge already on this page stays as written, and is not turned into a Dubai tariff or a Dubai deadline. Resolution No. (87) of 2025 is a permit-holder fee and fine schedule paid to the treasury, not a tenant price list. Article 11's capacity and consumption lines belong on the bill. The exit clearance, the cancellation, and the final bill belong on the clearance file. The annual air-conditioning contract and the visit reports belong on the maintenance file. The DEWA reading, the owners-association move-in permit, and photos of the fan coils (the indoor units) belong in their own files. The building's cooling-services agreement belongs with the building. A home with no district cooling has no agreement to file. An Abu Dhabi procedure does not belong on this Dubai unit. If the home is in the Dubai International Financial Centre, Law No. (26) of 2007 and the Ejari cooling sentence are not the rule for who pays, because DIFC tenancies sit outside that law. A signed agreement, where one exists, is still the file.

Store the signed copy on the unit

With the bill and the building contract set aside, one signed page remains. The DEWA reading stays with the meter handover. The gate permit stays with the owners-association inbound move permission. Photos of the fan coils stay with the handover inspection. What remains is the signed chilled-water agreement for this move-in.

Filing order for this move-in agreement

  1. Confirm this is the move-in agreement

This is the signed chilled-water supply agreement for this Dubai home at move-in. An exit clearance or a final bill, an annual air-conditioning contract or a visit report, a DEWA meter reading, and a building move-in permit each belong in their own file. If the home has no district cooling, or the procedure is an Abu Dhabi one, stop.

  2. Read the customer already named

The customer is the person the signed page already names. A passport, an IBAN, or a second signature is kept only when the page already contains it. An account in the owner's name stays in the owner's name.

  3. Name the premises as printed

Keep the address, the unit, the Makani number, or the premise reference the provider used. Keep the confirmation that carries the new account number with the agreement.

  4. Leave the building contract and the bill out

The energy-transfer-station contract stays with the building, and capacity and consumption stay on the bill. The building contract, the bill, and Resolution No. (87) of 2025 are not copied onto this agreement.

  5. Leave the exit papers out

Emicool's cancellation section, and the clearance letter it can release to a seller, are for someone leaving or selling. Empower will not sign a new agreement with a new unit owner until outstanding charges are settled. That rule is about a change of owner. A final bill is not stored here as the move-in agreement.

  6. Store the signed agreement and stop

Store the signed copy on this unit.

Stop once this unit holds the signed chilled-water supply agreement for this move-in, with the premises and the customer named as that page already prints them. A charge already on the page stays in those words, and is not turned into a Dubai tariff, a connection fee, or a deadline. An owner-name account is not given a tenant signature the provider never took. A home with no district cooling has no agreement to file. The exit clearance and the annual air-conditioning contract remain separate files.

IziRento stores the signed agreement on the unit record. It does not register the customer, pay a charge, or issue a clearance. Open the workspace.
