How to File a Fit-Out Completion Certificate After Works in a Dubai Unit

After the tenant finishes the fit-out, the interior works, or the decoration works in a Dubai commercial unit, the file holds the completion certificate of the authority that governs the unit. The Civil Defence completion, the fire-safety close-out for those works, sits beside it. Dubai Development Authority, Dubai Municipality, and Trakhees each close their own works. Store both papers on the unit.

Once the tenant's fit-out or decoration works in this commercial unit are finished, the certificate that belongs on the unit is the completion certificate of the authority that governs the unit. Keep the Civil Defence completion for those same works in that file. The landlord's consent before the works, the plot owner's consent for a shop sign, and the building's recurring Civil Defence safety certificate each stay in their own files.

The certificate after these works

Name the authority that governs this unit before naming the form. Dubai Development Authority, Dubai Municipality, and Trakhees, the civil engineering authority for units inside its jurisdiction, each publish their own close-out. A Wasl building adds Wasl's completion pack on top of those papers.

On a Development Authority unit, the Fit-Out Completion Certificate records that the works comply with the approved drawings. The requester is the contractor. The Fit-Out Completion Certificate page asks for an NOC, a no-objection certificate, from the tenant, the tenant's licence for the unit, and a Dubai Civil Defence completion certificate. The service-fee line reads N/A.

Form ZA-DC-F-39 carries the unit number and the permit number. The form says approved drawings are to be at the site during inspection, and its document line is not a usable checklist. The fit-out permit is the separate permission to start the works. It asks for the building owner's NOC, and it says the Civil Defence completion certificate is required before this certificate.

Law No. (26) of 2007, Article (18), is the landlord's earlier approval for decoration works that need an official submission, where the works do not affect the structure and the tenant already holds the documents. Article (19) in the English text requires the landlord's permission and the official licences before changes, restoration, or maintenance. That earlier consent stays on the landlord fit-out consent.

Law No. (33) of 2008 replaces other articles of the 2007 law, and Articles (18) and (19) are outside that list. The amending rule about renting a property before construction is finished is not this certificate. On this law and on the 2019 resolution, the Arabic text prevails.

Limits that stay with one authority

Occupation is not one rule for every unit. The Trakhees procedure of December 2022, PCFC-TRK-CED-MF-CP-02, revision 02, says that inside Trakhees jurisdiction the applicant cannot occupy, use, or store the premises until the modification completion certificate, the close-out after the modified works. Wasl says operating without its completion certificate may result in a violation, and it states no amount. The Development Authority completion page does not say occupation is prohibited.

Administrative Resolution No. (85) of 2019 defines the completion certificate as the Municipality document for finished decoration works of a structural unit, an area licensed as an independent business unit. Article (2) says works above 100 square metres need a permit from a Municipality-approved contractor. The works stay inside the unit and follow the technical rules, the Civil Defence requirements, the owner's written consent, and the prescribed permit fees. Article (3) says the certificate then comes through the electronic system.

Article (5) refers to the next passage as Article (4), but the English page does not show that heading. That passage allows works with no permit and no completion certificate. The case is a unit of any area inside a trade centre, a commercial complex or shopping mall, or a structural unit of 100 square metres or less. A Municipality-approved contractor, the Civil Defence requirements, and the owner's written consent still apply, and the Municipality audits the works.

On a Wasl unit under 100 square metres, Wasl asks only for the load schedule approved by DEWA, Dubai's electricity and water utility. That shorter list is not the Municipality rule. The building completion certificate closes the whole building under the building project. A Trakhees cancellation is only for a permit whose approved work has not started.

No charge and no deadline in the route

The rows below name a certificate, not a charge or a deadline. N/A on the Development Authority completion page is that service's fee line, not a free service for every authority in Dubai. An occupation limit and an area exception stay with the authority that wrote them.

The route for this unit

Name the authority in the unit file first. Each row names that place's completion certificate and where the Civil Defence completion for these works sits. A unit outside that place does not use the row.

Form TRK-CED-MF-CF02a, revision 02, July 2024, lists the modification permit or NOC with its revisions, the structural inspection record, the Civil Defence completion certificate, the final demarcation certificate, and the approved drawings. The consultant and a Trakhees-accredited contractor attend, with the client if required. The result is approved, or sent back for corrections, and a download link follows.

Wasl's completion papers go to [email protected]. The full list is the project and unit number, a Municipality completion certificate, a Civil Defence completion certificate, a DEWA-approved load schedule, and recent photos of the finished works. That note covers buildings other than freehold buildings. Dubai Healthcare City's guideline issues its certificate after final inspections. Operating without it brings penalties and a compliance issue, and the guideline states no amount. That rule is only for a unit in Dubai Healthcare City.

Filing the certificate on the unit

Dubai Civil Defence lists a completion-certificate inspection apart from a preventive inspection for licensing, approval of maintenance contracts, and renewal of the Hassantuk commercial subscription, the monitored fire-alarm service. The completion inspection for these works stays in this file. Hassantuk renewal and the licensing inspection stay on the building file.

File the completion certificate on the unit

  1. The works are finished, and the authority is named

Confirm the fit-out or decoration is finished and name the authority for this commercial unit. Leave a start consent, a sign consent, the building safety certificate, or a home handover on its own file.

  2. That authority's certificate is requested

Request the completion certificate that authority issues. On the Development Authority route the contractor is the requester, and the request carries no fee and no day count.

  3. The Civil Defence completion stays in this file

Keep the Civil Defence completion for these works with the fit-out certificate.

  4. The issued certificate is stored on the unit

Save the issued certificate, or the download link, beside that Civil Defence completion.

  5. A Wasl pack is added only for a Wasl building

Where the building is Wasl's, send the completion list so Wasl can issue its certificate. The under-100-square-metre line is only for a Wasl unit.

  6. No Municipality certificate is added

Where the resolution issues no Municipality completion certificate, do not add one. The owner's written consent stays on the start file.

Stop when the file holds that authority's completion certificate, with the Civil Defence completion for the same works beside it. If this is a Municipality decoration case where the resolution says no completion certificate is obtained, stop without adding one. The owner's written consent stays on the start file.

A fee or a day count does not belong in the file. The Development Authority completion page's fee line may be named only as N/A. That line is not a free service for every authority in Dubai.

The landlord's consent from before the works stays with the fit-out consent. The plot-owner sign consent stays with the sign. The building's recurring safety certificate stays with the building. A residential handover, the check when keys change hands in a home, stays on the handover checklist.

IziRento can store the completion certificate and the Civil Defence completion on the unit. It does not inspect the works, submit the application, or issue the certificate. It is not a lawyer, not a property manager, and not a party to the lease. The workspace is in pre-launch testing, so do not submit production tenant data.

After fit-out or decoration works in a Dubai commercial unit, file the authority's completion certificate and keep the Civil Defence completion beside it.
