How to File a DLD Rental Valuation Certificate for a Dubai Home
الأهم خلال 30 ثانية
The file is the rental evaluation certificate the Dubai Land Department issues for the rent of one named unit. The service is Rental Valuation, on Request for valuation of a property lease, and it ends when that certificate is received. A Rental Index result on screen stays with the rent-increase notice. Store the issued certificate on the unit it names. A housing-fee acknowledgement and a first-instance lawsuit scan stay in their own files.
The paper to keep on a named Dubai unit is the rental evaluation certificate the Land Department issues. The service is Rental Valuation, and the public page is Request for valuation of a property lease. A Rental Index result on screen is not that certificate. It stays with the rent-increase notice, while the issued certificate is stored on the unit it names.

The certificate the Department issues
The document for this unit is the one the Dubai Land Department names on its Rental Valuation service. The page is Request for valuation of a property lease. On that card the issued document is the rental evaluation certificate, and the procedure ends when the customer receives a property rental evaluation certificate. The card uses both names for the document the customer receives. The file on the unit is that issued certificate.
The procedure starts by choosing the property whose rent is being evaluated, then adding data for that property. The certificate is stored on that same unit. A loose scan that never names the home is not the file. The unit is chosen first, and the issued certificate follows that choice.
The card names two channels: the DLD website, through Ejari, and Dubai REST. Ejari is the Land Department’s register of tenancy contracts in Dubai. Dubai REST is the Land Department’s app. The customer may be the owner, the lessee, or a representative under an official power of attorney. The issued certificate is the same document on either channel.
IziRento stores the landlord’s copy of the issued certificate on the named unit. It does not open Ejari, choose the reason on the request, upload the papers, or receive the certificate from the Department. The Department issues the certificate. The unit record keeps the copy the landlord already holds.
The issued certificate and the on-screen result
The issued certificate and a result on the Rental Index screen are different papers. The Rental Index service lets a customer calculate the rental increase and the average rental in the market by entering data for the required area. The customer enters the expiry date of the tenancy contract, the type of property, the region, the number of rooms, and the current annual value of the rental, then views the information that appears on screen. The index card does not name an issued certificate.
The Department’s How do I page points readers to the Rental Index. They enter the contract date, the property type, and the area, and the result is displayed on the screen. The Dubai REST rental-index guide ends when the result is displayed, and it names no certificate. The channels on that card include the Land Department website through Ejari, Dubai REST, and DubaiNow. The on-screen result stays with the rent-increase notice, and the issued certificate stays on the unit.
Calculator papers can sit on the request without becoming the certificate. If the rent-increase issue is chosen, and if there is no indicator for the project, the card asks for supporting documents from the rental calculator. The owner’s required-document list on that same card is pictures of the property and a copy of a ruling or judicial order issued to evaluate the rent, and it does not list the calculator result. Those supporting documents stay with the request. The document received at the end is still the rental evaluation certificate.
Issued rental evaluation certificate
- The Land Department issues it on Rental Valuation, and it is stored on the named unit.
- The procedure ends when the customer receives a property rental evaluation certificate.
- Pictures of the property, and a copy of a ruling or judicial order issued to evaluate the rent, are papers on the request.
- Supporting documents from the rental calculator, attached only when the rent-increase issue is chosen and the project has no indicator, stay with the request.
Rental Index result on screen
- It stays with the rent-increase notice.
- The customer views the result on screen after entering the data for the required area.
- The index service names no issued certificate.
- The Dubai REST guide stops when the result is displayed.
The papers gathered for the request are not the certificate the customer later receives. An owner on Dubai REST supplies pictures of the property and a copy of a ruling or judicial order issued to evaluate the rent, and the Ejari-system list adds Dubai Municipality plans. A representative also supplies an official power of attorney and copies of the Emirates ID and passport.
A tenant supplies the certificate of registration of lease contract data. A management company supplies pictures, Dubai Municipality plans, and the order. The order is on the owner and representative lists as well, and on every list it is an input to the request, not the certificate received at the end.
Other papers that are not this certificate
A real estate evaluation e-certificate is the issued document of the Property Valuation service, received by email or electronically. Dubai REST is the channel named for that service. It is not the rental evaluation certificate for this unit.
The 2020 owner-services user guide downloads a valuation certificate from a property page in module 2.4. That module is the older property-services request, not this rental file.
The housing-fee amendment is another file, and an acknowledgement after the signed rent changes, including a vacant unit, stays on that amendment. The first-instance lawsuit upload is another file, and a scan of the lawsuit stays there.
A judicial order used to ask for a valuation is an input to the rental-valuation request. It is not the issued rental evaluation certificate, and it is not the first-instance lawsuit upload. The paper that belongs on this unit is still the rental evaluation certificate the Department issued for the named home.
The Rent Index named in Article 3
Article 3 names the Rent Index
Article 3 of Decree No. 43 of 2013 sets the average market rental rate according to the Rent Index of the Emirate of Dubai, approved by the Real Estate Regulatory Agency (RERA). The decree does not name a rental evaluation certificate. Law No. 33 of 2008 does not name one in Article 9 or Article 13 either. Under Article 9 the parties must specify the rent and, if they do not, the rent is that of similar property. The Tribunal determines that rent using RERA’s increase criteria, the economic situation, the condition of the property, the average rent of similar property in the same area, applicable legislation, and any other factor the Tribunal deems appropriate. Article 13 lets the landlord and the tenant amend terms or review the rent before expiry. If they do not agree, the Tribunal may determine the fair rent using Article 9. The service card is the page that names the issued certificate.
The wording of Article 3 is in Decree No. 43 of 2013, issued on 18 December 2013, under the title On Determining the Increase in the Real-Estate Rentals in the Emirate of Dubai. Articles 9 and 13 are in the English compilation of Law No. 33 of 2008, which amends Law No. 26 of 2007. That compilation notes that the Arabic text prevails.
The issued certificate on the named unit
Name the unit this certificate belongs to, and store the issued rental evaluation certificate on that unit. The Rental Index screenshot stays with the rent-increase notice. The housing-fee amendment and the first-instance lawsuit upload stay on their own files.
IziRento stores the issued certificate on the named unit and does not request the valuation. It is not a landlord, a broker, a lawyer, or a party to the lease, and the copy kept there is the landlord’s record, not a submission to the Department. The workspace is still pre-launch.
This article does not state a fee, a dirham amount, a percent, or a deadline.
File the issued DLD rental evaluation certificate on the named Dubai unit, and leave the on-screen Rental Index result with the rent-increase notice.
