How to File a Dubai Municipality Housing Fee Amendment When the Rent Changes
File Dubai Municipality Adjust Housing Fees (4113) when the signed rent changes, match the registered rent, and keep the reference with the tenancy.

Key takeaways
After a new Dubai rent is signed, the housing-fee line on the electricity and water bill can still follow an older figure. The request is Adjust Housing Fees, catalogue service code 4113, matched to the registered rent the screen fetches, or the owner path when the unit is vacant. It is separate from the commercial and investment facilities amendment, service code 4146. Keep the reference number with the tenancy. IziRento only stores the file.
The new Dubai rent is already signed, and the housing-fee line on the DEWA bill still follows an older figure. DEWA is Dubai's electricity and water utility. The file is Adjust Housing Fees, catalogue service code 4113, matched to the registered rent the screen fetches, not a chat number and not Amend Dubai Municipality Fee on Commercial and Investment Facilities, service code 4146. This starts after that signed rent is the contract to point at.

The housing-fee line can still follow the older rent
The housing fee is an extra annual charge paid with the monthly DEWA bill. The UAE Government leasing page, updated 20 January 2026, says tenants pay Dubai Municipality housing fees on the yearly rental charges, added to the monthly electricity and water bills, and that landlords register the lease with the Dubai Land Department. The rate itself stays on that page.
DEWA's bill-payment page places those housing fees, with sewerage charges, inside the electricity and water bill. It divides the housing fees into equal instalments over 12 months. The page covers payment, not an amendment form, so the signed contract and the line on the bill can still disagree.
The customer manual on the housing-fees site describes the same charge and the way you apply: define a DEWA account, an Ejari account, or both. Ejari is Dubai's tenancy registration. You can open the service without a separate Dubai Municipality registration, provided you have a DEWA account, an Ejari account, or both.
A number that exists only in a message is not the application. The request is the rental value the screen fetches. On a public Dubai thread, residents whose housing-fee line jumped point at the modify address and at service 4113. One report said DEWA details loaded and Ejari details did not. A failed fetch is a problem on the live screen, not an extra document to attach.
Adjust Housing Fees is not the commercial facilities row
The Dubai Municipality services catalogue lists Adjust Housing Fees as its own row: amend housing fees on leased or owned units based on rental value. View More on that row is service code 4113. The link is also labelled Amend Dubai Municipality Housing Fees. The row directly above is Amend Dubai Municipality Fee on Commercial and Investment Facilities, service code 4146, for workers' accommodation, hotels, investment plots, and private properties. A labour-camp meter field in the manual belongs with that commercial row, not with a home tenancy.
Adjust Housing Fees (4113)
- Leased or owned units, when the housing fee follows rental value.
- Workers' accommodation, hotels, investment plots, or private properties.
Commercial and investment facilities (4146)
- Workers' accommodation, hotels, investment plots, and private properties.
- A leased or owned unit whose housing fee follows rental value. That request is service code 4113.
The modify screen redirects to Dubai Municipality sign-in, and that redirect includes service 4113. On 19 October 2026 the form behind login was not on the page, and the hub detail for 4113 did not render without its script. The accounts below come from the customer manual, so re-check the live screen on the day you file.
Owner, tenant, and DIFC tenant enter different accounts
DIFC is the Dubai International Financial Centre, and a DIFC tenant does not fetch an ordinary Ejari account. The field split is in the Housing Fees User Manual for Customer, General Revenue Department, version 1.0, December 2021, still the PDF on the housing-fees host. The main screen searches an existing request by reference number or adds a new one.
Who defines which account on Adjust Housing Fees
| Path | Accounts and fetch | Attachment the manual names |
|---|---|---|
| Owner, including a vacant unit | DEWA account, then Fetch Details. If that account is inactive, Premise Number and Owner Name. | None named for this path. |
| Tenant | DEWA account and Ejari account, then fetch both. | None. A PDF of the tenancy is not listed for every tenant. |
| DIFC tenant | DEWA account, then Fetch Details. | The DIFC Ejari file. |
The table is the attachment list: only a DIFC tenant adds the DIFC Ejari file. A vacant unit uses the owner path. This file does not decide whether that unit is exempt.
File the request and keep the reference
Confirm this is the housing-fee amendment
The signed rent for this Dubai unit has changed, or the unit is vacant and the owner is correcting the housing-fee line. The rent-increase notice, DEWA clearance before a refund, a Mollak service-charge file, a handover meter photo, and the first Ejari registration documents are different files.
Open Adjust Housing Fees
Use catalogue service code 4113 for leased or owned units based on rental value. Service code 4146 is the commercial and investment facilities amendment.
Match the request to the registered rent
Do: use the rent the screen fetches from the Ejari account for a tenant, or the owner fields the screen asks for. Don't: type a number that exists only in a message.
Take the one path the table names
Owner, including a vacant unit: DEWA account and Fetch Details, or Premise Number and Owner Name if the account is inactive. Tenant: DEWA account and Ejari account, then fetch both. DIFC tenant: DEWA account, Fetch Details, and the DIFC Ejari file. A title deed, a layout, or a PDF tenancy stays off unless the live screen asks for it that day.
Acknowledge the data and submit
Acknowledge to Dubai Municipality that the data is correct, then submit. Any charge and any reply timing sit on the live catalogue row. Read that row again before you send the request.
Keep the reference with the tenancy
The submit popup shows a reference number. Email and SMS follow for submission, rejection, and completion. Keep them beside the contract this path used. A chat that says the bill will be updated is not the file. If a later bill still shows the old line, search that reference instead of opening a Mollak file.
Store the pack and stop
Keep the reference and the contract copy on the tenancy, then stop.
What stays off this request
A rate, a no-charge claim, and a vacant-unit exemption are not in the table. Those points are on the live catalogue row. Other files stay separate.
Read the live row before you submit
Any percentage, worked dirham example, or reply-window count belongs on the live Adjust Housing Fees row and the housing-fees screen. Re-check both before you submit. That row does not say the service has no charge. A vacant unit is not declared exempt here, and a live DEWA account is not a promise that the housing-fee line will remain. A welcome email after Ejari is issued only covers the new connection. This folder is not the rent-increase notice, DEWA clearance before a deposit refund, a Mollak service-charge file, a handover meter photo, or the first Ejari registration pack. IziRento stores the file and does not file at Dubai Municipality or change the DEWA line.
After Ejari is issued, the UAE public-utilities page, updated 10 February 2026, says DEWA sends a welcome email with the new account number, security-deposit details, and a payment link. Electricity and water in Dubai are described there as digitally integrated with the Dubai Land Department. If a later bill still shows the old housing-fee line, the amendment is still Adjust Housing Fees.
DEWA clearance before a deposit refund settles the utility account when money goes back to the tenant. A Mollak receipt is the building service-charge file. A handover meter photo is the reading on keys day. The Ejari registration documents checklist is the first registration pack, before a contract exists for this screen to fetch. The rent-increase notice is prepared before a higher rent. None of those files amends the housing-fee line.
Stop when this tenancy holds the reference from the submit popup, with the email or SMS for submission, rejection, or completion, beside the contract the path used. If a later bill still shows the old line, search that reference rather than a Mollak file. Re-check the live Adjust Housing Fees row and the housing-fees screen before you submit. The rent-increase notice, DEWA clearance before a refund, and the Mollak file stay separate. IziRento can store the reference and the contract copy on the tenancy, and it does not file at Dubai Municipality or change the DEWA line.
FAQ
What if the unit is vacant and the owner pays the fee?
Use the owner path: DEWA account and Fetch Details, or Premise Number and Owner Name if that account is inactive. The same path covers a vacant unit. It does not decide an exemption, and it does not state a rate.
Does a Mollak receipt replace this amendment?
No. A Mollak receipt is the building service-charge file. This file is the housing-fee amendment and the reference number from the submit popup.
Does the rent-increase notice update the housing-fee line by itself?
No. The rent-increase notice is a different file, prepared before a higher rent. Adjust Housing Fees is the request once that new rent is the contract to point at.
Does every tenant upload a PDF contract?
No. The attachment the manual names is the DIFC Ejari file. A tenant outside DIFC fetches the DEWA account and the Ejari account. Add a PDF only if the live screen asks for it that day.
