Notes to the table: rents are the ONS Price Index of Private Rents average rent for all property types, September 2026, annual change to 1 decimal place; ONS describes the UK monthly estimates for the latest two months as provisional and subject to revision (see method note). In Scotland the ONS publishes rents for Broad Rental Market Areas (BRMAs), not council areas, so each Scottish rent is labelled with its BRMA. Northern Ireland rents are also published by BRMA: the Belfast BRMA has values only up to July 2026 (August and September 2026 are empty), so Belfast is shown for July 2026 and labelled as such; ONS has no area for Armagh City, Banbridge and Craigavon. Census counts are from different census dates by nation (see method note). Sources: ONS bulletin, 21.10.2026; ONS dataset.

FAQ

Which 20 areas are included, and how were they chosen? The areas are the largest in each nation by number of privately rented households at the latest census: England 12, Wales 3, Scotland 3, Northern Ireland 2. Areas are ranked within each nation, not across nations, because census dates differ (England, Wales and Northern Ireland 21.03.2021; Scotland 20.03.2022). The City of London is not published by ONS.

Where do the rent figures come from? From the ONS Price Index of Private Rents: average monthly rent, all property types, release 21.10.2026, with data to September 2026. England and Wales are shown by local authority; Scotland and Northern Ireland by Broad Rental Market Area (BRMA). ONS describes the UK monthly estimates for the latest two months (August and September 2026) as provisional and subject to revision.

Why do the Scottish rents name a BRMA instead of a council area? ONS publishes Scottish rents for Broad Rental Market Areas, not council areas, so each Scottish figure is labelled with its BRMA and is not a council-area figure. The Lothian BRMA covers City of Edinburgh, East Lothian and Midlothian. Which council areas the Greater Glasgow and the Aberdeen and Shire BRMAs cover: n/a.

Why is Belfast shown for July 2026, and why is there no rent for Armagh City, Banbridge and Craigavon? ONS publishes Northern Ireland rents by BRMA. The Belfast BRMA has values only up to July 2026 (August and September 2026 are empty), so it is shown as “Belfast BRMA, July 2026”. Whether that BRMA matches the Belfast council area: n/a. ONS has no area named Armagh City, Banbridge and Craigavon, so no rent is shown for it.

What does “n/a” mean? We could not confirm that figure or rule on an official page. The cell says exactly this and nothing is added in its place. Follow the source link, or ask a qualified adviser.

Do landlord duties differ between the four nations? Yes. For example, a tenancy deposit must be protected within 30 days in England and Wales, within 30 working days in Scotland and within 28 days in Northern Ireland. Landlord registration is required in Wales (Rent Smart Wales), Scotland and Northern Ireland; in England it is the PRS database, rolled out by region from 15.12.2026. Each area card lists the duties for its own nation, with the official source and the date checked.

Which Renters’ Rights Act changes are listed as duties? In England the main tenancy changes of the first phase took effect on 01.05.2026. Dates for later phases are not fixed on the GOV.UK roadmap, so they are not listed as duties. Consultations and proposals are never shown as duties.

How often is the page updated? Rents are refreshed after each ONS release (next: 18.11.2026). The Scottish Government’s forthcoming statistics calendar lists “Private Sector Rent Statistics, Scotland, 2010 to 2026” for 24.11.2026 at 09:30. Census tables are not updated until new census results are published. The date checked is shown at the top of the page and on each duty row.

Is this legal or tax advice? No. It is general information from public official sources. Rules change and differ by nation and council; check the linked source or a qualified adviser before acting.

Method note
  • Which areas. Areas are ranked within each nation by the number of privately rented households at the latest census, then the top areas are taken: England 12, Wales 3, Scotland 3, Northern Ireland 2. Census dates differ (England, Wales and Northern Ireland 21.03.2021; Scotland 20.03.2022), so areas are not ranked across nations.

  • Rents. ONS Price Index of Private Rents, average monthly rent, all property types. England and Wales: local authority areas. Scotland: Broad Rental Market Areas. Northern Ireland: ONS publishes rents by BRMA; the Belfast BRMA has values only up to July 2026 (August and September 2026 are empty), so it is shown labelled “Belfast BRMA, July 2026”, and whether that BRMA matches the Belfast council area is n/a. ONS has no area for Armagh City, Banbridge and Craigavon, so no rent is shown for it. City of London is not published by ONS. ONS describes the UK monthly estimates for the latest two months (August and September 2026) as provisional and subject to revision; this statement is made for the UK series.

  • Census tables. England and Wales: TS054 (tenure), local authorities as at 2022. Northern Ireland: NISRA main statistics table MS-E15 for tenure, local government districts (data file first published 15.12.2022, republished 30.11.2023). Census Day: England and Wales 21.03.2021 (ONS, Nomis), Northern Ireland 21.03.2021 (NISRA), Scotland 20.03.2022 (Scotland’s Census). Scotland: tenure at output-area level, added up to council areas.

  • Duties. Each row says whether it is required, in which nation, from which date where the source gives one, and links to the official source with the date checked. Consultations and proposals are not shown as duties. Fees are not shown.

  • Updates. The rents refresh after each ONS release (next 18.11.2026). The Scottish Government’s forthcoming statistics calendar (calendar page, updated 29.10.2026; calendar spreadsheet) lists “Private Sector Rent Statistics, Scotland, 2010 to 2026” for 24.11.2026 at 09:30. The census tables are not updated until new census results are published.

  • Unconfirmed items. Anything we could not confirm on an official page reads exactly “n/a”.
