Notify the billing council for a student-only Class N dwelling in England: certificates or verify route, send-copy, and the revised account on file.

Key takeaways
For one occupied dwelling in England where every resident is a Class N relevant person, notify the billing council on its Class N or student-exemption route with each resident’s student certificate or that council’s automatic-verify path. Keep a copy of what was sent and file the revised account or exemption decision. If a non-student adult moves in, Class N stops and the file records the change notice instead.
When every adult in an occupied dwelling in England is a full-time student or other Class N relevant person, the landlord or household notifies this billing council on its Class N or student-exemption route, keeps each resident’s student certificate or that council’s automatic-verify route, keeps a copy of what was sent, and files the exemption decision or revised account. If a non-student adult moves in, Class N ends and the file holds the change notice instead.
The empty-file problem is common: the agent says the house is all students so there is no council tax, yet the folder has no certificate per resident, no copy of what was told to the council, and no updated bill or exemption confirmation. For one occupied dwelling in England, confirm every resident is a Class N relevant person, notify this billing council on its Class N or student-exemption route with the certificates or verify route that page asks for, keep the send-copy, and file the revised account or exemption decision.
This page is not the room-let HMO single-dwelling council-tax file, not the between-tenancy void-gap notify, and not halls of residence Class M. The bills-included versus recharge choice is a different paper. If the dwelling is outside England, use that jurisdiction’s rules instead of this England Class N file.

Start from the empty Class N evidence file
An agent’s “all students — no council tax” message is not the exemption file. The certificates (or this council’s automatic-verify route) for every qualifying resident, the Class N or student-exemption notification send-copy, and the council’s revised account or exemption decision are. Without those papers, a later bill or chasing letter has nothing solid to answer with.
On GOV.UK’s full-time student page, households where everyone is a full-time student do not have to pay Council Tax, and you can apply for an exemption if a bill still arrives. That page counts a full-time course as lasting at least 1 year with at least 21 hours of study a week, and a shorter under-20 route up to A level of at least 3 months and 12 hours a week. It also says you get a bill if someone in the household is not a full-time student, though a discount may still apply.
England Class N in the Council Tax (Exempt Dwellings) Order 1992, article 3 is wider than that headline. It exempts a dwelling occupied by residents who are all “relevant persons”, not only students — including certain non-British spouses, civil partners or dependants prevented by leave conditions from paid work or benefits, certain school or college leavers, and, where other relevant persons live there, a relevant Ukrainian person. That version of the article applies to England only.
The Council Tax (Discount Disregards) Order 1992, Schedule 1 sets the longer full-time course tests many councils also print: at least one academic or calendar year, normally at least 24 weeks of study, tuition or work experience in each such year, averaging at least 21 hours a week. The 24-weeks figure sits in that Order and on council pages that print it, not on GOV.UK’s short list.
Stop for halls or a non-student adult
If the dwelling is a hall of residence, use Class M or that council’s halls path — not this private Class N notify file. Bath and North East Somerset, for example, says halls are registered automatically and that a private house must apply. If a non-student adult already lives there, stop Class N and use that council’s mixed-household discount route instead of a Class N exemption claim.
Build the certificate, notify and reply file
Once halls and a mixed household are ruled out, build the file in this order: confirm all-relevant-persons occupancy, gather each resident’s certificate or this council’s verify route, notify on this billing council’s Class N or student-exemption form, keep the send-copy, file what comes back, and diary the change trigger.
Under the Local Government Finance Act 1992, Schedule 1 paragraph 5, an institution must, on request, supply a certificate to a person who is following or has followed a course there as a student or student nurse, with prescribed information; it may refuse a request made more than one year after the person ceased to follow the course. Ask the institution for its own certificate.
Match the certificate fields to the council that bills this address. Ealing’s Class N page asks for a council tax certificate naming the institution, the student’s full name and date of birth, course name and start and end dates, and hours of study, plus evidence for any non-EEA dependents. West Northamptonshire asks for Certificates of Full Time Education for all residents before the exemption can be applied, and tells liable landlords to give names and moving-in dates and to ask students for certificates. Bath and North East Somerset auto-shares status for Bath University, Bath Spa University or Norland College after enrolment when the student number is supplied, and otherwise asks for a student certificate from the registration office. Use the fields on the page for this address.
On Portsmouth’s Class N page, Class N applies while the property is occupied solely by full-time students or qualifying partners or dependants under immigration restrictions. Joint tenancies among students qualify, and on that page’s occupancy wording so do separate tenancies in student HMOs where every occupant is still a full-time student. The exemption ends immediately if a non-student moves in, a resident ceases to be full-time, or the property becomes unoccupied.
What the Class N notify file should hold
Confirm all-relevant-persons occupancy
Check that this is an occupied dwelling in England where every resident is a relevant person for Class N on the Exempt Dwellings Order or this council’s Class N page. If it is halls of residence, stop and use Class M or that council’s halls path. If a non-student adult already lives there, stop Class N and use the mixed-household discount route.
Gather each certificate or verify route
For each student resident, obtain the certificate or automatic-verify route this billing council asks for. Follow Ealing’s named fields only for an Ealing claim, West Northants’ Certificate of Full Time Education wording only there, and Bath’s auto-share university list only for Bath. Ask the college or university under LGFA Schedule 1 paragraph 5.
Notify this billing council and keep the send-copy
Use this council’s Class N, student-exemption or change-of-circumstances route. Where a landlord is liable and that page asks for names and moving-in dates of the students, include them with the certificates. Keep an exact copy of what was sent — the form, portal receipt or email — with the address.
File the revised account or exemption decision
When the council replies, keep the revised bill, exemption confirmation or account update with the certificates and send-copy.
Diary the change trigger
Note the events that end Class N: a non-student moves in, someone leaves the course or ceases to be full-time, or the house empties. Tell that council on its change route and file the change notice. For vacation or retainer occupation, follow the Order and the council pages that treat the dwelling as term-time accommodation where the student holds a tenancy or licence and previously used or intends to use it as such.
FAQ
What if one adult is not a full-time student?
Class N needs an all-relevant-persons household. GOV.UK says you get a bill if someone in the household is not a full-time student, though a discount may still apply. Stop this Class N notify file and use that billing council’s mixed-household discount route.
What certificate does this council ask for?
Whatever that council’s Class N or student-exemption page asks for. Ealing names institution, name, date of birth, course dates and hours; West Northants asks for Certificates of Full Time Education for all residents; Bath may auto-share for listed local institutions or otherwise ask for a registration-office certificate. Open the page for this address.
What do I file when a student leaves mid-year or circumstances change?
Tell the billing council on its change-of-circumstances route and keep the change notice with the earlier certificates and notify send-copy. Portsmouth says the exemption ends immediately if a non-student moves in, a resident ceases to be full-time, or the property becomes unoccupied. Waverley’s student page warns that failing to report can mean a backdated bill.
Stop when the three papers are on the file
Stop when the file holds the student certificates or this council’s automatic-verify route for every qualifying resident, a copy of the Class N or student-exemption notification, and the council’s reply or revised account showing the exemption. If someone who is not a relevant person moves in, stop treating the slot as Class N and file the change notice on that council’s route instead. IziRento stores the file; it does not notify the council, issue certificates, or grant Class N.
Notify the billing council for a student-only Class N dwelling in England: certificates or verify route, send-copy, and the revised account on file.
