How to File the Single-Dwelling Council Tax Evidence for a Room-Let HMO
File room-let evidence, the current HMO valuation proposal, send proof and the decision that names who is liable for council tax in England.

Key takeaways
For a house in England whose rooms are let separately, keep evidence that the occupiers rent rooms, the current HMO valuation proposal, proof of where it was sent, and the Valuation Office decision. Since 1 December 2023, an HMO within the England rule is treated as one council-tax dwelling. A room-agreement clause does not replace the decision that names who is liable.
While rooms in one house in England are let separately, the council-tax file should show that the house is one dwelling and end with the decision that names who is liable. First confirm that each occupier rents a room rather than the whole house, then complete the proposal linked from the current GOV.UK HMO valuation page, retain proof of the printed address used, and file the decision or refusal. A clause in a room agreement is not that decision.
This is not a council-tax notification for a void between tenancies, not the choice between included and recharged bills, and not an HMO licence document pack. If the property is outside England, use the applicable local route instead of this file.

Start with the room lets, not the bill clause
The current GOV.UK HMO valuation page says that, for council tax in England, a property is classed as an HMO when it is rented out by 2 or more people from different households. It also says that the Valuation Office has valued most HMOs as single properties since 1 December 2023. Keep the separate room agreements or other records that show who rents which part of the house. That evidence establishes why this room-let file is being opened.
The 2023 England regulations came into force on 1 December 2023. They insert the rule that an HMO must be treated as a single dwelling for council tax, using a Housing Act 2004 definition with section 254(1)(e) and (5) omitted. Their explanatory note also says the prescribed class makes the owner, rather than the resident, responsible for paying council tax. The Valuation Office decision is therefore the paper to retain; a private agreement about reimbursement is a different record.
If the whole house is let under one joint tenancy, stop at that check. A whole-house joint let needs its own liability assessment. Not every shared property follows the same result: the agreements, the statutory definition and the Valuation Office decision must describe this property.
The proposal form itself includes separate boxes for Licensed, S257 HMO and Unlicensed. The England council-tax information letter says self-contained flats covered by section 257 are excluded from the scope of these regulations and should normally have their own band. If the S257 box fits the building, do not force the one-entry request. Keep that conclusion with the property records instead.
Keep the page address and form address separate
The GOV.UK page and the proposal form linked from it print different contact details. Record which source was followed and retain the sent email or postal receipt. Do not blend the two inboxes or postal blocks into a new address.
The page says to download the PDF, save it, open it in the latest free version of Adobe Reader and complete it on screen; it warns that the form may not work in a browser. The linked VO 7455 HMO (06/26) proposal is a 3-page form. For England, its effective-date sentence is whichever is later: the date the HMO came into existence or 1 December 2023. That wording belongs to the form; it is not an extra commencement date in the regulations.
The two printed send addresses
| Source used | Address printed by that source |
|---|---|
| GOV.UK HMO valuation page | Email: [email protected]. Post: Valuation Office, Wycliffe House, Green Lane, Durham, DH1 3UW. |
| VO 7455 HMO (06/26) proposal form linked from the page | Email: [email protected]. Post: Valuation Office, Valuation Support Unit, Wycliffe House, Green Lane, Durham, DH1 3UW. |
The form asks for the property address, the reason the valuation list should change, the proposed band, the maker’s capacity, and property details. Those details include the Licensed, S257 HMO or Unlicensed box, floors, room and facility counts, households, parking and shared facilities. Supply a layout plan only if one is available. If an agent or another person signs for the owner, the proposal says to submit the Authority to Act form with it, dated on or before the proposal.
The consolidated Liability for Owners regulation 2 includes occupation under a tenancy of part only of the dwelling and an HMO within Class C. That supports keeping the room agreements, but it does not turn every whole-house joint tenancy into this file. A bill clause still cannot replace the official decision.
Build the single-dwelling file in one sequence
Use the current page and the proposal it links each time the file is prepared. The page was last updated on 4 June 2026 when the proposal form and completion information were added. Retain a copy of the completed version, because a later download may no longer be identical to the one sent.
The papers, in order
Confirm the rooms are let separately
Keep the agreements showing that occupiers rent rooms rather than the whole house. If the whole house is one joint tenancy, stop: this room-let file is not the answer. A clause saying who pays the bill does not settle that check.
Use the England lines on the current page
Open the GOV.UK HMO valuation page. For this file, use its England class of 2 or more people from different households and its England date of 1 December 2023. Keep the source with the working papers.
Complete the proposal the page links
Fill the fields printed on VO 7455 HMO (06/26), including the one-entry proposal and the Licensed, S257 HMO or Unlicensed box. Add a layout plan only if one exists. If S257 is the fitting box, stop rather than forcing a single entry.
Add authority where somebody signs for the owner
The proposal says the Authority to Act form and proposal should be submitted together, with the authority dated on or before the proposal. Keep both papers together without inventing fields for the separate authority form.
Send to the address actually followed
Use one printed row from the table and keep the sent email or postal proof. The page address and the form address remain separate. The council spreadsheet inbox in the 2023 information letter is not a landlord submission address.
File the decision or refusal
Keep the decision with the completed proposal and send proof. Do not substitute a room-agreement clause for it; do keep the decision that names one bill and who is liable. If the request is refused, the refusal is the decision retained on this file.
The decision completes the file
The finished file holds the note and agreements showing room lets, the completed proposal, proof of the printed address used, and the decision that names one bill and who is liable. A refusal stays with the same proposal and send proof. If the S257 box fits, or the whole house is one joint tenancy, the stopping note belongs on the property record instead of a forced one-entry request.
IziRento can store the room-let evidence, proposal, send proof and decision. It does not submit the proposal, decide the band or decide who is liable.
