How to Keep the Dubai REST Co-Occupant List for a Rented Home

•8 min read•Article•Leonid Gorok

The main points in 30 seconds

Dubai REST, the Land Department's platform for managing leases, holds a co-occupant list for one rented home: the people living there, kept with that unit. Family who live in the home belong on it, and a domestic helper belongs when that person lives there. The Ejari certificate, Dubai's tenancy registration, can stay in one name. IziRento only stores the landlord's copy.

The people living in this rented Dubai home are not on a list. The Ejari certificate (Ejari is Dubai's tenancy registration) is still in one name, and that certificate is not a list of the people living here. The file for this unit is the Dubai REST co-occupant list: those people, including family and a domestic helper when they live there. A written sublet consent and a short-stay guest log are other files.

The Ejari certificate is still one name

Dubai REST is the Dubai Land Department's smart real estate platform. Owners and tenants use it to manage a lease: registration, renewal, and cancellation. Manage Co-occupants, also labelled Manage Occupants Data on the service card, is the screen for the people in the property. The list you keep is the landlord's copy, stored with this unit.

A list that does not name the unit is not this file. The Land Department procedure starts from the property already chosen, for an owner, a real estate company, or the lessee, meaning the tenant. The copy kept with the tenancy names this home and the people living in it.

The Ejari certificate can stay in one name. Campaign FAQ item 6 says no certificates are issued for registering co-occupants, and their names do not appear in the rental contract. The names can be viewed in the Dubai REST app and in Manage Occupants within the contract details. Khaleej Times, published on 25 September 2022 and updated the next day, quoted the Land Department: the registration can be a document of residence, but it cannot replace a tenancy contract for government transactions, and the contract does not need to name everyone.

Gulf News, updated on 29 August 2025, quoted lawyer Vishal Tinani: issuance of Ejari is limited to one tenancy contract per unit for a single tenant or entity, so not all occupants appear on the Ejari. Co-occupants are recorded through the Land Department's registration service.

The service description calls the procedure statistical, related to security and safety standards in residential complexes, and says the data helps civil defence and police in an accident or emergency. The service card lists the time as Immediate. Channels are the Land Department website, through the Ejari system, and the Dubai REST app. The residency line reads Citizens and Residents, and real estate management companies are named as partners. None of that replaces the names stored with this unit.

The pages print no charge for this list

The occupants service card, the steps page, and campaign FAQ item 6 do not print a dirham amount for adding a co-occupant. FAQ item 1 mentions paying the fees only in the steps for registering a new Ejari contract, and it does not print the amount. The PDF Ejari – Manage Co-occupants, labelled 04 April 2022 and 860 KB on its landing page, does not print a fee either. That mention of fees belongs to contract registration, not to these names.

On the steps page, as it stood on 22 October 2026, the number of co-occupants comes first. Emirates ID and date of birth are optional after that number is submitted. Khaleej Times attributes to the Land Department a different set from 25 September 2022: a name, an Emirates ID number, and a passport number if the person has no Emirates ID.

The notification of 23 September 2022, reported by Khaleej Times and by Afridi & Angell in October 2022, went to owners, developers, property management companies, and tenants. It asked for registration within a maximum of two weeks. Afridi & Angell wrote that it was not clear what penalties, if any, applied for missing that timeline. That window was the September 2022 catch-up.

Leave the charge off the names

Leave the charge blank. Those pages print no registration fee, no fine, and no certificate price. They also do not state that there is no charge. An Ejari contract fee stays on contract registration. There is no co-occupant certificate to download: none is issued, and the names do not appear on the rental contract. Keep the live screen (the number of people, then optional Emirates ID and date of birth) apart from the 25 September 2022 line (a name, an Emirates ID, and a passport number if there is no Emirates ID). No sample identity number goes on the list. The September 2022 two-week window is not a current deadline.

Who lives in this home

The list is the people living in the home. The live steps page says to add all members of the family who are living in that property. Khaleej Times reported the Land Department, on 25 September 2022, as saying that co-occupants staying in a unit for a month or more need to be registered, including the tenant's family members and domestic help. In shared accommodation, the main tenant, the name on the tenancy contract, adds the people staying with them.

Afridi & Angell, describing the circular of 23 September 2022, wrote that it covered anyone residing, or due to reside, for more than one month, including family members and household staff. A domestic helper goes on this list when that person lives in the home. A helper who does not live there stays off it. A short stay stays off it.

The April 2022 PDF speaks of family members living in the property, with an Emirates ID and a date of birth. It does not print a fee. Someone who has left is removed on that screen. The landlord's copy drops that name once the person has moved out.

Who lives in this home

PersonOn the list
A family member living in the homeYes. The steps page asks for every family member living in the property.
A domestic helper living in the homeYes. The 25 September 2022 statement reported by Khaleej Times includes domestic help staying a month or more.
A domestic helper who does not live in the homeNo. Working in the home is not the same as living there.
A short-stay guestNo. A holiday-home arrival stays on the guest check-in record.

The count stays with the names

The steps page asks for the number of co-occupants and says that entering personal details remains optional. After the number, the optional detail is an Emirates ID and a date of birth, then Verify. The file you store has the unit, the count, and the names of the people living there.

Afridi & Angell reported Land Department feedback that the person occupying the property registers, and that owners and tenants should still make sure it is done. The copy you keep is the list with this tenancy.

File this unit, then stop

  1. The home on the list

Name this unit. If the list does not name the home, stop. Names with no unit are not this file.

  2. The people who live there

Write the people from the table: family members who live in the home, and a domestic helper when that person lives there. Leave out a helper who does not live in the home, and leave out a short-stay guest.

  3. The number beside the names

Keep the count of people living there with those names. Emirates ID and date of birth stay optional. A sample identity number is not written on the list.

  4. Stored with this tenancy

Store the list with this tenancy. The Ejari certificate can stay in one name. Leave the Ejari registration pack in its own file.

  5. A request to let a room

If the message is a request to let a room to someone else, stop. That request belongs on the written sublet consent. A family member or a helper living in the home is a co-occupant.

  6. A short stay

If the message is a holiday-home arrival, stop and leave it on the guest check-in record. A weekend guest is off this list. A month or more, in the 2022 statement, means a person living in the home.

  7. Stop without a charge

Stop when the unit and the names are stored. Do not add a registration fee, a fine, or a certificate price. IziRento stores the list and does not file it with the Land Department. The product is in pre-launch testing, so production identity documents stay out of it.

Stop when this unit's tenancy file holds the co-occupant list: the home, and the names of the people living there, including family and a domestic helper when they live there. Leave a registration fee, a fine, and a certificate price unwritten. If the message is a request to let a room, leave it on the written sublet consent. If the message is a short stay, leave it on the guest check-in record. Leave the Ejari registration documents in their own file. IziRento stores the list and does not log into Dubai REST or file it with the Land Department.

Keep the Dubai REST co-occupant list for one rented home: the people who live there, including family and a domestic helper living in the unit.

FAQ

Does a co-occupant name appear on the Ejari certificate?

No. Campaign FAQ item 6 says no certificate is issued for registering co-occupants, and their names do not appear on the rental contract. The list is viewed in the Dubai REST app and under Manage Occupants in the contract details. That is not a certificate to download. The tenancy registration papers are a separate checklist: https://izirento.com/en-ae/blog/ejari-registration-documents-checklist-dubai

Does a live-in helper belong on the list?

Yes, when that person lives in the home. Khaleej Times, reporting the Land Department on 25 September 2022, included domestic help staying a month or more, together with family members. A helper who does not live in the home stays off the list, as the table above shows.

Does IziRento file the list with the Dubai Land Department?

No. IziRento stores the landlord's copy on the unit. It does not log into Dubai REST, file the list with the Land Department, or make the owner compliant. The co-occupant pages do not print a registration fee, and the stored copy does not add one.
