How to File a DEWA Landlord Information Update for a Premise

•8 min read•Article•Leonid Gorok

The main points in 30 seconds

DEWA, the Dubai Electricity and Water Authority, keeps the landlord name in the billing system. A new tenant agreement is accepted for registration when that name matches the tenancy. File the landlord-information request while the tenancy continues, with the ownership deed, the affection plan, or the completion certificate, and an Excel list of the building’s account numbers. Store the request. A lease-title change, meter photos, and a clearance certificate stay on other files.

The tenancy already names this landlord. The billing record at Dubai Electricity and Water Authority (DEWA), the utility that bills electricity and water for the premise, still shows a different name, so a new tenant agreement is not accepted against that premise. File the landlord-information request so the billing name matches the tenancy while it continues. A lease-title change after a sale, the handover meter photos, and the clearance before a deposit refund are other files.

The tenancy name and the billing name

DEWA’s landlord-information page says the authority keeps the landlord name in the billing system and accepts a new tenant agreement for registration when that name and the tenancy agreement match. The tenancy can already be running while the billing record still shows someone else. The request puts the billing name in line with the tenancy for this premise, before any paper is attached.

The page asks for a copy of the ownership deed, the affection plan, or the completion certificate, and for the building’s account numbers in an Excel file. After approval, DEWA sends an email. An online request uses a login. A request through the customer care centre does not. The email is the approval notice. It is not a certificate that outstanding bills on the premises have been cleared.

The information-update page covers contact details, and also premise type and landlord information. Contact details are updated after a verification code. Landlord details, a spelling correction, a change of customer name, customer category, and premise type are listed together, and that list waits for DEWA to verify it. A new phone number is a contact change. A spelling correction is a customer-name edit. Neither is this request.

The service-guide copy repeats that wording and does not add a procedure. The information-update menu lists Landlord Information on its own, as the service that changes landlord information in the billing system. Billing address and contact details, a primary account, a premise type between residential and commercial, and a customer category for UAE national customers are separate choices on that menu.

DEWA’s list of transactional services gives “Request to Change Landlord Information” its own row, apart from move-in activation for a new tenant, a clearance certificate for electricity and water bills, a final bill and disconnection, a premise-type change, a customer-category change, and Move In with ePay. Reconnecting supply or issuing a final bill does not change the landlord name on this premise.

When a lease is registered, the Dubai Land Department’s tenancy guide, an English compilation marked 2014, checks the last month’s DEWA invoice so the landlord name matches the contract. That check is why the billing name matters. The same pages tell a registrar to put the electricity meter in the tenant’s name when the contract is signed, and they say a new contract is not registered until the former contract has ended and the final water and electricity invoice is presented. Those lines are not this request. The compilation reprints superseded articles and is not the live form. Where the English text conflicts with the Arabic, the Arabic prevails.

The same compilation defines a landlord to include a person who takes ownership during the lease. That definition does not write the DEWA billing name. The name on the lease after a sale stays with the change-of-landlord file. Ejari, the Dubai Land Department’s register of tenancy contracts, is a separate register-or-renew service. For a trustee registration the landlord is the owner or a legal representative with a power of attorney, and the service expects the owner’s details to be current. Registering the contract does not file this request.

Leave any charge and any timing off this file

The landlord-information page and the information-update pages do not give the same answer about a charge. The information-update pages also describe a separate line for a PO Box update requested by email. A Move-to page, a clearance page, the 2014 tenancy guide, and a transfer blog each print figures for their own service.

Leave every figure off this request

Leave every fee, dirham amount, percent, and deadline off this request. The official pages do not agree, so do not turn them into a single price or a single number of days. Do not record the request as free, and do not record it as charged. If this request’s approval email already states a figure, keep that email as written. Do not copy a charge, a deposit, an hour count, a validity line, a tariff, or a trustee time from a Move-to page, a clearance page, the tenancy guide, or a transfer blog. That approval email is not a clearance certificate.

The ownership paper and the account list

The landlord-information page asks for two attachments. The first is one ownership paper: the ownership deed, the affection plan, or the completion certificate, whichever this request uses. The affection plan is the plot plan that page names beside the deed and the completion certificate. Keep that one paper. An ownership page the landlord-information page does not name stays out of this request.

The second attachment is the building’s account numbers in an Excel file. That list stays with the request. A contact update that offers to reflect a change across other accounts is a different journey, and it does not replace this list.

The page does not ask for a passport, an Emirates ID, an Ejari copy, or an extra title-deed page.

Change/Update Premise Ownership, on DEWA’s premise-ownership page, labels the service for a Single Owner and for a Joint Owner. Each label changes landlord information in the billing system. Joint ownership does not bring a second document list.

What goes with the landlord-information request

AttachmentWhat to keep with the request
Ownership paperOne of the ownership deed, the affection plan, or the completion certificate, whichever this request uses
Building account listAn Excel file of the building’s account numbers

File the request, then stop

The sequence starts while the tenancy is still running. The papers are the two rows above.

Move-to, on DEWA’s transfer page, moves electricity and water from one Dubai premise to another when Ejari is issued, including a transfer of the security deposit. It asks for the existing contract account, a move-out date, the move-in premise number, and a valid Ejari number for the new premise. Owners are asked for a title deed for the new premises. That is a change of premises, not a change of the landlord name on this premise. The clearance-certificate page asks for a certificate that outstanding bills for the premises are cleared, tied to a settled final bill and to move-out. That certificate is the paper kept before a deposit refund. The approval email on the landlord-information page is not that certificate.

Photographs of the meters at handover belong on the meter file. The clearance kept before the deposit is returned belongs on the clearance file.

File the landlord-information request

  1. Confirm the billing name is the job

The tenancy names this landlord and the billing record does not, so a new tenant agreement is not accepted against this premise. While the tenancy continues, the file is the landlord-information request. A lease-title change after a sale, handover meter photos, and the clearance before a deposit refund stay on their own files. If the home is in Abu Dhabi, this Dubai request does not apply.

  2. Attach the two papers from the table

Keep the ownership deed, the affection plan, or the completion certificate, whichever this request uses, and the Excel list of the building’s account numbers. A passport, an Emirates ID, an Ejari copy, and a further title-deed page stay out. Single ownership and joint ownership use the same pair.

  3. Leave the other DEWA lines where they are

Move-to, a move-in activation, a spelling correction, a customer category, a premise type, a billing address, and a primary account stay on their own services. The approval email is not a clearance certificate.

  4. Leave the lease name on the lease

A buyer can be the landlord on the contract while the lease continues. Changing that name on the lease does not write the DEWA billing name. The 2014 guide’s line about the meter in the tenant’s name is not this request, and a superseded article in that PDF is not the live form.

  5. Store the request

Keep the request on this premise with the ownership paper and the account list, then stop. IziRento stores it. It does not submit the request to DEWA or change the billing name. The product is in pre-launch testing, and it is not a property manager, a broker, or a lawyer.

Stop when this premise holds the landlord-information request: the billing name is the name on the tenancy, with the ownership deed, the affection plan, or the completion certificate, and with the building account list beside it. Do not write a fee, a dirham amount, a percent, or a deadline into that file. A lease title after a sale stays on the change-of-landlord file. Handover meter photos stay on the meter file. The clearance before a deposit refund stays on the clearance file. IziRento stores the request and does not submit it or change the billing name.

File the DEWA landlord-information request so the billing name matches the tenancy, with the deed, affection plan, or certificate and the account list.
